Dear Mr. Violette s In my telephone conversation with Mr. Glossop several days ago, I as led to under stand that you do not have a copy of the Rules and Regulations governing the handling of leaded gasoline procedures, which as published in 1935* I am, therefore, forwarding a copy of this pamphlet to you. Due to the recent difficulties in Savannah, I should like to call your attention particularly to the section headed "Regulations for Cleaning Storage Tanks Used for Gasoline Containing Ethyl Fluid" on Page 13* There has been considerable confusion in the reports I have received on the difficulty at Savannah, and we are not at all certain just where the responsibility should he placed. I do feel that the matter should be further investigated so that it can be known definitely on whose shoulders the responsibility rests in order that the misunderstanding or disregard of our Regulations can not occur again.
