E, Ernst A* C* Pecora K* M, Ritchie Si K*' Heard, -`Burt Tower*; V* L* Miller j J* M* Barnhart GSA Public Buildings Service Office Chief of Engineers National Bureau of Standards General Services Administration Department of Agriculture - ARS Veterans Administration Building Research Advispry Board Bureau of Ships Pittsburgh Corning Corp* Gustin-Bacon Mfg* Company Johns-Manville Sales Corp* Pittsburgh Plate Glass Co, Baldwin-Ehret-HillJnc, Owens-Coming Fiberglas Corp, Johns-Manville Sales Corp* Pittsburgh Corning Corp, NIMA PROPOSED REVISIONS TO FEDERAL SPECIFICATION FOR INSULATION BLOCK & PIPE COVERING, THERMAL (CALCIUM SILICATE FOR TEMPERATURES UP TO 1200F (HH-I-523) Considerable discussion revolved about specifying the pipe insulation classified as to jackets*' It was the consensus that the specification would serve a more useful purpose if pipe insulation was calssified according to jackets* The following additional changes are to be made: 1* Far. 3,1 - Certification - This paragraph will be ( rewritten for editorial clarification* 2* Table I - Physical Requirements - A nk" value to be added to 100F mean* ( 2 3, Par, 3, 4, 3, 2 - Canvas Jacketed - A nominal minimum weight of canvas of 1, 85 oz/lin yd will be added, 4* Par, 3,4, 3,4,1 - Flame Spread Index - Title will be changed.to ''Surface Burning Characteristics" (to conform to ASTM 84 title) and a smoked developed rating of no greater than 50 is to be added, 5, Par, 3,4, 3,4, 2 - Puncture Resistance - The puncture resistance is to be reduced from 50 to 30, The wording relative to AQL levels is to be changed for editorial clarification, 6, Par, 4,3,21 - Y/afrer Vapor Transmission - "Procedure E" was added to ASTM E 96. 7, Par, 6.1 - Intended Use The word "elevated" is to be added, PROPOSED FEDERAL SPECIFICATION INSULATION FELT, THERMAL (ACOUSTICAL MINERAL FIBER, DUCT LINING MATERIAL) ~ It was suggested that the word "Acoustical" be taken out of the parenthesis, and the word "Thermal" be inserted within the parenthesis* Par, 3, 4 - Flexibility - Change to read "---on the air stream surface--". Par, 3,14 - Thermal Conductivity or conductance - Show a "Cn as conductance symbol. Table II - Sound Absorption Coefficients - Add values for 2-1/2" and 3" thick materials, where applicable. Par, 3,16 - Tolerances - Add a plus tolerance of 1/4", Par, 4, 3 Tests - Change to read-"--shall be conducted on maferial surfaces intended for exposure--", Par, 4.3,5 - Add "according to the manufacturer's recommended instruct ions" to the first sentence. Change the second sentence to reafc." -- as foUow-Air, at the manufacturer's maximum recommended'.tajerature shall --", Change the third sentence to read tomperatus^and at the manufacturer's Recommended maximum velocity --", ( Far,-4, 3,12 - Flexibility - Change to conform to HK-I-00558d HH-1-00559 and adding "bent toward the air stream side". FIBROUS GLASS DUCT SYSTEMS F. Govari stated that 3RA3 is undertaking a study for the Federal Con struction Council pertaining to duct systems, duct insulation and, duct liners. The study will include investigation of the physical, thermal, chemical and fire characteristics of these materials, NIMA offered to supply BRAB information on these products, if they desired. After considerable discussion on fibrous glass duct systems, it was ascertained that NIMA could be of help to various government agencies if they could write a basic material and performance specification, STANDARD CANVAS It was iterated that the following minimum weights (nominal) of canvas are standard for pipe insulation: Fibrous Glass Magnesia Calcium Silicate Diatomaceous Silica 2, 3 os/lin yd 1, 85 oz/lin yd 1, 85 oz/lin yd 1, 85 oz/lin yd SURFACE BURNING CHARACTERISTICS It was ascertained that the great majority of government agencies required a fire hazard classification rating of less than 25 flame spread and less than 50 smoke developed for specification purposes, OTHER BUSINESS (a) It was stated that if NIMA standards for pipe insulation jackets -cofcld he established, it would be helpful, (b) It was stated that if tables cf cold insulation thickness based on common ambient conditions, etc*, were developed it would be useful, (c) It was stated that HH*'I-00558 and HH-I-00559 would, in all probability, ' be issued for procurement by the end of the summer, ADJOURNMENT There being no further business, the meeting was adjourned.
