We discussed inspection purpose, scope, and objectives of the inspection. We planned to conduct reviews in two main areas of the Site and reviewed those areas with Mr. Farris before departing. The 404 team departed for the field and the 402 team remained with Mr. Farris to review documents. Access Issues if Any Describe Portions of property presented dense vegetation. Site Overview (Past inspections, site description, permits, etc.) The Site is an approximate 345.6 acre parcel located at 347 County Road 24, Winfield, Fayette County, Alabama (See Attachment A). ADEM issued a general permit - AL0066877 for storm water and/or wastewater. Antecedent precipitation was drier than normal on the date of the inspection (see Attachment B). Field Work Conducted Observations and/or sampling points were conducted throughout the Site and their locations were recorded using a GPS enabled Nikon AW120 camera. Photographs were taken of stream and wetland locations and field observations. Locations of observations are included on the attached photographic log (see Attachments A and C). Closing Conference Documents Received and/or Requested During the Inspection None. Compliance Assistance Provided (If any) None. Observations Relayed to Site Owner/Operator I informed Mr. Farris that I would discuss my observations with EPA managers and the Office of Regional Counsel and that the EPA inspection report would be released to Turkey Creek Sand and Gravel within 70 days of the closing conference. Mr. Farris asked about generally what, if any, concerns were observed and what would be needed to address those concerns, if any. I explained to Mr. Farris that the recent fill material used to construct the dam would likely need a Section 404 permit. Mr. Farris asked what that would entail and I explained that a purpose and need would be required along with mitigation if the Corps could/would entertain a permit application (Note: Corps personnel not present at exit conference). In general terms I explained that the permitting process could be an avenue with approximate cost of mitigation credits (with no speculation as to the amount of mitigation that would be required). Mr. Farris commented that he would just remove the fill to alleviate the need for permitting and mitigation. I asked that Mr. Farris hold off on any such activity and that we would need to have a follow-up conversation on next steps. Mr. Farris thanked the team and we concluded our inspection at approximately 4:30 pm (central). Actions Taken by Owner/Operator During the Inspection (If any) None.
