Attached for your review and further distribution is a copy of OSHA's "Com prehensive Health Policy" which was published as guidance for all firms and as an incentive to companies who want immunity from OSHA on-site inspections on the basis of their demonstrated commitments to safety and health.
Presumably, if the policy is finally adopted, OSHA will use the 13-point program outline to measure whether firms seeking exemption from inspection on the basis of safety records should also be exempt from health or industrial hygiene inspection.
The major points of the draft proposal would require a firm to:
0 Be in compliance with all OSHA health standards Have top management commitment to safety and health with employee partic
ipation Have a hazard recognition, evaluation and abatement plan with emergency
procedures 0 Have an active employee training and education plan, and adequate compe
tent professional personnel Maintain records of environmental monitoring and medical surveillance 0 Apply technologically feasible and cost effective engineering controls
and provide personal protective equipment where such controls are not feasible or cost effective
