Webb : I am sending you herewith the additional pages which should be added to the memorandum of which I gave you tvo copies on last Friday. This completes the material which I haveintended to make available to representatives of the Public . Health Service, for the purpose of familiarizing them with certain aspects of the problem with which they are presented. I have intended to attach to this a copy of the 'Regulations for Handling and Mixing Ethyl Fluid by Means of Drum Equipment and for Belated Activities," according to the last version. As you realize, this booklet of regulations has been generally distributed about the country and is, therefore, easily accessible to anyone who is interested. For this reason it cannot be regarded as confidential in any sense of the word. It is not to-be presumed that the Public Health Service will hand out any of this material to the State Authorities in Colorado in the form in which I deliver it to them. It is their responsibility to make such additions, modifications, and deletions as they may choose, so as to supply to the State Authorities advice which stems from them. So far as I am concerned, unless you object, they can give the source of their information if they wish. Also I have told Dr. Heal that if the State people wish to write to me directly, I will give them any help along strictly medical and hygienic lines that I can without, of course, involving myself in any way in any responsibility for what takes place. Of course, I should be glad to supply them with any reprints of published material that are available in the form of articles in scientific journals to which they have access in any case. I am very anxious to supply the necessary material to Dr. Neal at the earliest possible date, and therefore will appre ciate having any comments or advice which you and Mr. Schaefer or others may wish to give. On the other hand, I recognize that there might be implications that should be modified, and in addition there may be other matters which ought not to be omitted. ; I had anticipated being at the Co-ordination Committee Meeting on Wednesday, but inasmuch as I was in Eew York on Friday and I have many urgent things to do, I have decided to stay at home this week and stick to my work.
