We met with at the Opening Conference. I presented my credentials to and informed him that this was an EPA inspection to determine facility compliance with the Clean Water Act. The scope of the inspection is a Compliance Evaluation Inspection. FACILITY DESCRIPTION is an unpermitted facility that has approximately 62 cattle. At the time of the inspection, according to , the facility was milking 28 cows. In addition to the milking cows, notified us that there were approximately 10 head of dry cows, 22 heifers, and 2 calves. The cows are milked twice per day and between sessions kept in pasture. Section II - OBSERVATIONS Coordination with NRCS: informed us that he had recently signed a contract with NRCS to install a new pond and irrigation lines. Retention Control Structure (RCS): Upon our inspection of the RCS, we observed a buildup of solids within the lagoon and that trees and woody vegetation were growing on the embankments (Appendix 1, Photo 1). Land Application Areas: informed us that he had approximately twenty-five acres to which he could apply wastewater liquids and solids. Dewatering Equipment: informed us that NRCS will supply him with a new dewatering pump as part of his contract with them. also noted that an agitator will not be included in the equipment provided by NRCS, so he will need to purchase one himself. Mortality Management Area: The mortality management area was located in an open pit in a back corner of the pasture. We observed that mortalities were being comingled with other waste.
