Type and Purpose of Inspection Routine Compliance Evaluation IV. Facility Description The site includes approximately 12 acres being disturbed by construction activities and is located off Moraine Street in Marshfield, MA. It is being developed by Sealund Corporation into a residential community. The site is surrounded by bogs to the north, open space to the west and east, and low - density residential areas to the south. There are mapped wetlands across Moraine Street to the west of the site. The open space to the east also includes a pond and the Green Harbor River. V. Inspection Inspector Horvath called Mr. Kevin Sealund in the morning prior to the inspection at approximately 8:50 AM to request site access. Mr. Sealund granted access and said he would be on site to accompany EPA on the inspection. EPA arrived at the site at approximately 9:50 AM. A. Opening Conference Mr. Sealund met EPA onsite and introduced himself as the developer. Mr. Greg Guimond, Mr. Andrew Stewart, and Ms. Craig Hannafin of the Town of Marshfield were also present onsite, as was Mr. Rick Grady of Rick E. Grady Consulting. The opening conference occurred on Red Gold Farm Road. Inspectors Horvath and Oakes presented their credentials and explained the purpose of the inspection and that EPA was present for a routine site visit, not due to a complaint. B. Facility Tour The group began the site tour by observing the two main detention basins onsite, one north of and one south of Red Gold Farm Road where the opening conference took place. Mr. Sealund explained that stormwater onsite initially flows into the southern detention basin, then into the northern one if enough accumulation occurs. He told EPA that all catch basins onsite to the east flowed into these detention basins. A small area near the entrance of the site along Moraine Street flows into rain gardens. EPA observed vegetated buffers and silt socks between the basins and nearby open space and bogs. 2 ED_019088A_00005812-00002 The group continued the tour by walking northeast along the perimeter of the site between the disturbed area and nearby cranberry bogs. There was a small undisturbed strip of trees, shrubs, and grasses between the disturbed area and the water bodies offsite, as well as silt socks. Along the northern edge of the site, Mr. Sealund showed EPA the nearby water bodies, including large cranberry bogs, ponds, and the Green Harbor River. EPA observed that the ponds and river had fairly deep flowing water. The Green Harbor River led offsite to the north. From the water bodies offsite, the group reentered the disturbed area through the vegetated buffer. On this pathway, EPA observed silt socks that were nearly topped with sediment. Site representatives told Inspector Oakes that they had replaced these erosion controls a number of times in the past. Onsite, EPA observed a small leach pit in the center of the eastern cul - de - sac of the development that was intended to catch a small amount of stormwater. The leach pit also had catch basins at an intentional height on the side that would flow into the aforementioned main detention basins should water rise that high. The group continued walking along Red Gold Farm Road back to the west. EPA observed disturbed lots and stockpiles. Mr. Sealund explained that the developers broke ground approximately 1.5 years ago and that there would be a total of 22 houses onsite. Each property was being developed as it was sold, making the construction timeline difficult to predict. At the time of inspection, five were complete and occupied, and the rest were expected to be complete in the next couple of years. The group walked past the two main detention basins, approaching the site entrance to the west. EPA observed a wetland to the south of the road that was connected to the bogs north of the road via a culvert and swale. The group continued walking west and observed the completed houses along Moraine Street as well as the two previously described rain gardens near the site entrance. The group then returned to their vehicles and drove north offsite along the cranberry bogs to explore any connections to the Green Harbor River. EPA observed continuous flow all the way to the river's intersection with Webster Street, from where it flows to Green Harbor and the Atlantic Ocean. The site tour was concluded near the bogs and river to the north of the site. C. Closing Conference Inspector Horvath told the group that she would follow up with a copy of the inspection report within 60 days. EPA departed at approximately 11:10 AM.
