Please pass this along to your Coordinators and Safety Attendants. The Safety Repairman will continue to conduct the routine monthly inspections on all SCBA's. However, since it was agreed that the" Plant Attendants would clean, refill, and return to service SCBA's brought in but not requiring actual repair--the Attendants also need to inspect SCBA's after they service them. Such inspection also needs to be documented. That is the purpose of this procedure. The binder containing the logsheets will be maintained at the Plant A Safety Shop (or wherever the Repairman is eventually located). A sample copy of a "completed" logsheet is also attached for your reference. Thank you for your assistance with this. Corley attachment SL 073805 PPG Industries Lake Charles Complex Self Contained Breathing Apparatus Inspection Procedure Frequency of Inspections All S.C.B.A.'s will be inspected each month, and each time a unit is brought in for servicing, (cylinder refill, clean-up, etc. - In other words, after each use) This includes S.C.B.As located: in the Plants; in the three perimeter storage buildings; on Safety, Fire and Guard Vehicles; and spares in the Shops. Record-Keeping A record of each time a unit is inspected, either as part of the monthly inspection round or after servicing, shall be kept on the inspection log sheet for that unit. Steps for conducting the Inspection (Each step corresponds to an item on the Inspection Logsheet) 1. DATE - Self explanatory 2. LOCATION - The location of the SCBA at the time of inspection (Example - "OHC I, 2nd Deck", or if in for service - "Repair Shop") 3. CYLINDER PRESSURE - Note the gauge reading. If less than 2,000 psi the cylinder needs to be refilled. A- Alarm OK - First close the main line valve, then open the cylinder valve. As the unit pressurizes, does the alarm briefly ring? At the end of the leak check (step #8), slowly bleed off the pressure using the by-pass valve. -The alarm should begin to ring when the regulator gauge reads approxi mately 540 psi. The alarm must sound clearly (in other words - not muffled). If the alarm doesn't function properly - unit doesn't pass. 5. By-Pass Valve OK - With the cylinder valve still open - crack the by-pass valve slowly - air should flow to the mask. Close the valve air flow should stop completely. 6. Main-Line Valve OK - Check to make sure that main line valve opens and closes properly. Close valve temporarily. 7. High Pressure Hose OK - Check condition of hose - must not be nicked or excessively worn. Swivel fitting must turn freely. 8. Leak Check - Close the cylinder valve and note the reading on the regulator gauge. Complete this check after Step #10. 9. Regulator Gauge OK - Is the reading on the regulator gauge the same as the reading on the cylinder gauge? Is the gauge readable? No cracks, etc. in the gauge cover? SL 073806 10. Breathing Tube Condition - Check the entire length of the breathing tube, including connectors, for cracking or other signs of deteriation. Stretch the tube slightly to make sure the rubber is still flexible, and not starting to rot! (Check now, for Step #8, if the reading on the regulator gauge has fallen - If it has, there is leakage present, the unit needs to be checked in the Shop.) 11. Exhalation Valve OK - Check that exhalation valve is working properly (place mask on face, open main line valve - air should enter mask - you should have no difficulty in exhaling) and is clean. 12. Mask and Head Straps OK - Check the condition of the mask and the head straps - They should be clean and in good condition, with no rotting or hardening, etc. 13. Harness and Back Pack Condition - Are they clean and usable? Rate their over-all condition as: "Good", "Fair", or "Poor". "Good" condition is free of corrosion and web wear; "Fair" is beginning to need some attention, but still usable; "Poor" is in need of over-haul/painting/ etc. - Do not fail a unit for poor straps, etc. if it can be worn - After the inspection, plan to schedule it before the next inspection! But, if buckles, or straps can not be used - Remove the unit from service. 14. Storage Case Condition - Rate the condition of the case also using: "Good", "Fair", or "Poor". If the case is usable but just needs to be cleaned up, note that and refer it to the Lead Operator or Foreman of the area for attention. 15. Inspected By: - The initials of the person completing the inspection. At this point, before you finish, do one final check: -Has the cylinder valve been closed? -Has the Pressure been bled off? -Is the Main Line Valve open? -Is the By-Pass Valve closed? -Are the straps and buckles fully extended and ready to be put on? -Is the Unit clean and' ready for immediate use?
