~ 3M supports the EU Green Deal and a stron&g consistent EU Single Market with scence based legislation enabling innovation & investment (= jobs). 3M has 21,000 employees in EMEA and produces more than 50,000 products in 44 manufacturing sites.
~ PAS chemicals (produced in 2 ites in Germany, EMAS certified & Belgium, to be in 2020) are applied toa very wide range of applications. Using these materials, 3M develop solutions for customers in many sectors: healthcare (antimicrobial resistance), automotive & aerospace (high temperature resistance), electronics (data centers cooling)... Many downstream users (government through hospitals, industries... and citizens) will be impbyaancyretstreictidon.
~ REACH has provided predictability and should be the legal framework with its existing criteria (not only persistence) & established risk management processes for any future legislative initiative.
~ Grouping more than 4,000 substances with different chemical structure that are applied toa very wide range of applications is neither scientifically justified nor easy to implement (administrative burden & cost). "Arrowhead"/ grouping by structure may better ensure that PFA presenting unacceptable risks are restricted.
~ Withineachpotential restriction, allowing exemptions for uses that are essential willbe critical if the EU is going to avoid substitution to less well functioning alternatives, and preserve ts innovation capability and investment located in Europe.
