The fuel at this Facility is used for fleet vehicles and it is not sold to the public. The Environmental Protection Agency's (EPA) Facility records indicate that the Facility has two, fiberglass reinforced plastic (FRP) underground storage tanks (UST) that were installed in October 1989. Tank 1 is 2,000 gallons and stores unleaded gasoline. Tank 2 is 2,000 gallons and stores diesel. Facility piping is safe suction FRP. Inspection Narrative On July 19, 2023, the EPA UST program personnel conducted an inspection at Heart Butte School in Heart Butte, Montana. The EPA last inspected the Facility on November 4, 2020, and they selected it for routine re-inspection. Ms. Grabowski spoke with the Class B Facility operator on July 10, 2023, to schedule the inspection. She also sent a follow-up email to the Class A Facility Operator (see Attachment A). The EPA inspection team arrived at the Facility at 8:35 a.m. MDT. They were met by the Facility Operator. Ms. Grabowski introduced herself and presented her inspector credentials. Ms. Grabowski filled out a Notice of Inspection (NOI) (see Attachment B) and she requested the operator's signature. 2010003- Heart Butte School Page 1 of 3 7/19/2023 UST Inspection Ms. Grabowski explained that the NOI serves as documentation of consent for the EPA to conduct an inspection. In addition, she said that she would provide the NOI to the Facility at the end of the inspection. EPA inspectors conducted a physical inspection of the UST system as well as a review of Facility records. The EPA inspectors took photographs of UST system components and records during the inspection (see Attachment C). Copies of operation and maintenance records provided by the Facility at the time of inspection are in Attachment D. Tank Leak Detection Tank leak detection is conducted by a Gilbarco EMC automatic tank gauge (ATG). The Facility operator provided printouts from the ATG console showing passing Continuous Statistical Leak Detection (CSLD) results for both tanks from August 2022 to July 2023. Annual functionality testing for the automatic tank gauge (ATG) was conducted and passed on April 6, 2023. Piping Leak Detection According to EPA records, Facility piping operates under safe suction, so there are no leak detection requirements for the Facility. Cathodic Protection Cathodic Protection (CP) is not required because the tanks and piping are constructed with a noncorrosive material. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment According to Facility records, the spill buckets were hydrostatically tested on March 4, 2021, and the overfill prevention devices (flapper valves) were tested on April 6, 2023. All spill prevention and overfill prevention equipment passed. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Records of monthly walkthrough inspections from August 2022 to July 2023 were provided at the time of EPA's inspection. An annual walkthrough inspection was conducted on April 6, 2023, by the Facility's service provider. Operator Training Class A and Class B operator training certificates were posted at the Facility. The Class A operator and/or Class B operator is present during all fueling events. Financial Responsibility Heart Butte School uses the Montana petroleum tank release cleanup fund as its financial responsibility mechanism. The Facility operator provided a copy of the Montana certificate of financial responsibility. Green tags were present at each fill pipe indicating that the Facility has a Montana UST operating permit. Physical Observations The inspection team viewed the spill buckets/fill pipes, dispensers and the ATG console. Both spill buckets were clean and dry, and flapper valves were observed in the fill pipes. The ATG console showed "all functions normal." 2010003- Heart Butte School Page 2 of 3 7/19/2023 UST Inspection Inspection Conclusions and Recommendations Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E).
