Scott J. Nally served as the Assistant Commissioner of IDEM's Office of Environmental Affairs which included all of the business support functions (budgeting, finance, purchasing, grants management, IT, human resources, media and communications, legislative relations, etc.) from February, 2005 until December, 2010 when he left IDEM to become the Director of the Ohio Environmental Protection Agency. In this role Mr. Nally helped IDEM implement a performance management system linked to compensation increases and a system of metrics to improve the Department's protection of Human Health and the Environment. His dedication to these efforts helped IDEM achieve spectacular improvements in both environmental results and program delivery efficiencies. These improvements are documented by the changes in IDEM's official metrics for March of 2005 (just after Mr. Nally arrived) and December 2010 (when Mr. Nally left to serve as the Director of the Ohio Environmental Protection Agency).
