The NJC is a non-partisan, not-for-profit judicial education institution operating in Reno for more than 61 years. The NJC is the nation's leading provider of judicial education, educating more than 12,000 judges from across the country and around the world, and is trusted by many for its high standards. With over six decades of experience, the NJC is prepared to support the Federal Motor Carrier Safety Administration's mission to reduce crashes, injuries, and fatalities involving large trucks and buses. Through its national reach and deep engagement with state and local judicial systems, the NJC plays a role in strengthening the integrity of the Commercial Driver's License (CDL) program by ensuring that judges and judicial stakeholders understand and apply federal CDL disqualification laws consistently. The NJC's proposal aims to expand the scope and impact of existing judicial training by addressing persistent challenges in CDL enforcement such as the masking of convictions, underreporting of violations, and insufficient adjudication of human trafficking-related commercial motor vehicle (HT-CMV) offenses. The project's comprehensive approach includes among other things, a revamped legal resource portal with enhanced usability and mobile compatibility, the development of 51 state-specific interactive microlearning self-study modules, and the launch of a ten-episode HT-CMV podcast series to engage the judiciary through innovative learning modalities. In addition, the NJC will organize a multidisciplinary national conference and offer region-based, in-person training to ensure that judges and justice system stakeholders are well-equipped to adjudicate HT-CMV cases effectively and consistently.
