Riordcn G. Robinson I. Sabourin P.A. Filteau Minutes of the 97th Meeting of the Association held on Ms 28th 1966 were approved. Technical Committee The Chairman reported that a meeting of his committee was held on September 13, at which time work of Lb-committees was reviewed and can be summarized as follows: a) Oil Absorption Test - Work is proceeding with a new selection of asphalt vehicles. b) Fibre Strength Unit Test - Variations from the standard procedure followed in company laboratories are under review and an attempt is made to achieve greater reproducibility. c) Filtration of Asbestos-cement-silica-mixes - Results show that someother approach should be attempted. Search for this sort of measurement should continue. d) Magnetic Rating Procedure - This procedure must be reviewed and in this connection a meeting of the ASTM0-13 Committee will be held on October 19. e) Editorial sub-committee - Mr. G.J. Foy of the Provincial . department of Natural Resources has offered to revise drawings of testing equipment and have same accepted. An invitation has been received from Ottawa to hold a meeting of the Technical Committee at the Office of the department of Mines and Technical Surveys; it is planned to hold a meeting there later on this fall. A similar invitation has been received through Mr. G.J. Foy to hold' a meeting in Quebec. At a meeting held in Montreal the week of September 18th, Cassiar Asbestos Mines offered to turn over to QAMA the results of their technical research; the matter will be brought up at the next Technical Committee Meeting. The ASTM-D-30 Committee has appointed task forces to review the surface area, filtration, and sampling test procedures, and it is reported that the work is progressing Mr. M. Cossette has been named on the Sampling Task Force. The next regular meeting of the ASTM-D-30 Committee will be held in Bogota, Columbia. It is important that a representative of the Association attend this meeting in order to assist in reviewing present procedures, and possibly prevent any orientation in the thinking of the committee which might eventually be detrimental to the - 3- Association. It is proposed that Mr. attend the meeting and that an amount allocated for said trip. Adopted. J.R.M. Hutcheson of $1,200.00 be Uniform Classification and Grading Committee The Chairman reported that the work of the Sherbrooke Laboratory was proceeding normally; he pointed out that a neut University salary scale had been proposed as of July 1st 1966 and in view of the Association's agreed policy in this respect, authority to adopt the new scale for laboratory technicians is granted. Under the new scale, total salaries for technicians will increase from $20,600.00 in 1965-66 to $29,000.00 for 1966-67. Doctor Massey of Sherbrooke University wishes to undertake a research program on "Diseases Associated with Asbestos Exposure". It has been agreed that the Director of the QAMA Lab. would co-operate with Dr. Massey and provide samples, when available. Dr. Massey to be requested to keep Dr. Peln advised. As to the purchase of The Zeiss Particle Size Analyzer for Ottawa, it was impossible to avoid duty and taxes and as a result the price will be approximatly $4,300.00. After a review of discussions, which took place at of the Committee held during forenjon of September concerning the problems inherent in new methods of classification to supplement the present Q.S. type meeting 26, fibre of - 4- classification, such as F.S. U., McNett & Colour, it has been agreed in principle to introduce the POINT VALUE (units) system. Industrial Relations Committee The Chairman advised that the brochure on noise prepared by Mr. Lachance has been distributed to all companies. His regular report has also been mailed. Noise surveys by the engineer are under way at some locations. The regular dust surveys are continuing and the purchase of the automatic dust counter is in process. Mine safety code revisions have been sent to the General Manager for forwarding to government, with the recommendation that the jurisdiction remains with the Department of Natural Resources. A meeting of the Committee is scheduled for October and it is planned to have the engineer lead a general discussion on ventilation and noise problems. No serious problems with UI.C.C. One member company dealing directly with the Board has been advised that the incapacity granted to one of its employees for loss of hearing had been substantially reduced. An invitation to visit the various asbestos operating mines has been extended to the Commis sioners and their top staff. - 5- Following request received from the Department of Natural Resources, approval has been granted to the change in classification oif Mr. Marc Foy, General Superintendent, Mine Rescue, Stations, to grade 24 at an annual salary of $9,000.00 Messrs E.UI. O'Brien, Asbestos Corporation Limited, and D.C. Strachan, Canadian Johns-Manville Co. Ltd, have been appointed as representatives of the Asso ciation on the Provincial Advisory Committee for the study of the Canadian Electrical Code, Part \J. Traffic Committee The Chairman mas pleased to report that at a meeting of the Committee, held in Montreal on the 21st of September, the following items were discussed: a) Unitization - Palletization for overseas shipments - It was reported that several shipping conferences had indicated their j interest in accepting unitized shipments t/ of asbestos with a view to a reduction in freight rates. The Traffic Committee agreed that this was worthy of investigation but did not feel that any progress could be made in this regard until such time as members had agreed upon standardization of units loads, which they did not feel qualified to study. Accordingly it was recommended X - 6- to the Directors that such a study should be instituted by the Technical Committee to which the matter was referred. 120,000 - lb. rates- It had been agreed that application should be made on a joint basis to both the C.N.R. and Q.C.R. for the estab lishment of 120,000-lb. rates to Cf'ficial Territory in the United States. However a formal request for such rates was awaiting the approval of one member. General rates - Both Railroads and Ocean Carriers have faced substantial increases in wage costs this year, and it is expected that all rates on the carriage of asbestos are likely to be increased in the near future. Already certain domestic rail rates, switching charges and winter surcharges have been increased, and notification has been received from Australia/ New-Zealand Conference of an increase amounting to 155$. The prospect of all these increases points up the importance of improving packaging and material handling procedures in order to reduce the carrier's cost as well as our own in order that rates may be kept within reason. United Kingdom regulations- The Chairman reported that it was expected that new regulations governing the handling of asbestos in the United Kingdom would - 7- shortly ba issued and that in his opinion this u/ould require all asbestos to be packed in impermeable bags. Legislation and Taxation Committee Appointment with the Premier of the Province for the purpose of submitting brief on Belanger Commission Report will be asked as soon as tentative dates can be mutually agreed with QMMA, It is also proposed to continue to collaborate with QMMA on tax matters. Public Relations Committee A meeting of the Committee was held on August 23rd and the Chairman indicated that the members favoured a get-together with the Scientific Committee of the Institute of Occ. & Env. Health to discuss publicity relative to the establishment of the Institute. At this same meeting, it was agreed that the P R Counsel would undertake the production of an inexpensive handout for Expo 67. Occupational and Environmental Health Committee A complete report on the International Conference on Chest Diseases which was held in Copenhagen from August 20th to 25th was given by the Chairman of the Committee. The Association was represented at this symposium by the Chairman and Legal Counsel. Also present were - 8- Doctors Cartier, Smith, Beattie, Noro, Meurmen and Davis. Dr. Selikoff and associates adressed the symposium on the subject of asbestosis and cancer. Nothing strikingly neui was brought out and it seems that the importance of the QAMA participation created a favourable impression. Counsel informed the meeting that Dr. P. Kotin, a highly considered scientist connected with several Q.S. Govern ment Health Agencies, had unofficially accepted to sit on the Scientific Committee of the Institute of Occu pational and Environmental Health. This is indeed a major acquisition for the Institute. At this point, Counsel reported on the incorporation of the Institute and the granting of letters patent by the Provincial Government. The appointment of the directors of the Institute was also discussed. Dust Abatement Committee Appointment of members of Committee is moved as fallows: J.R.M. Hutcheson, Chairman H.Ui. Foster, Member L. Piuze, Member ADOPTED A Task Force has already been appointed at the Jeffrey Mine to investigate dust problems around the plant. C.J.M, is willing to table reports on work done so far, provided othermcmbers agree to do the same. Approved unanimously. - 9- QAMA Constitution Should Associate Membership in the Association be made possible through an appropriate resolution or ah amend ment to the Constitution? If new by-law is required, it should be written in terms as broad as possible, so as to provide variations in basis or conditions of admission. The question to be decided at next meeting. Work is progres Membership in Prudentia Since most member companies belong to Prudentia, there is no need for the Association to become a member.- NEW BUSINESS Remuneration of Association Treasurer In view of the amount of work involved, it is moved and seconded that effective September 15, 1966, the treasurer be remunerated at the rate of B25G.00 a month. AOOPTED. It is understood that the Treasurer will attend all regular and special meetings of the Association. - 10- Accountinq and Budget Procedures The Notes on proposed accounting and budget procedures, as prepared and circulated by the Treasurer, were reviewed and commented. In line with suggested modifi cations as to proper approval of expenditures, a revised document will be prepared and circulated to Directors, Chairmen of Committees and Counsel. Such procedures must be implemented for the sake of effective control of expenditures, accurate accounting and prompt payment, of accounts. It is agreed that the annual budget of the Association and Institute for the ensuing year should be submitted for approval at the November (fleeting of the Association. The Chairmen of the Committees, the General Manager etc., to forward to the Treasurer by November the 10th of each year, estimates of expenditures to be incurred during the following year. McNaughtonJs retirement on September 30, the following motion was proposed: " BE IT RESOLVED that the name of Mr. Frank A. Cunnington be added to the list of Officers who are authorized to sign cheques on behalf of the Association and that the name of Mr. C.H. McNaughton be deleted therefrom on September 30, 1966." Adopted. Mines Ministers Conference At this conference held in St.John N.8., September 18-21, the General Manager exposed the views of the Association on the relative jurisdictions of the Mines and labour-Qppr.rtments of the Province with respect to mine safety and inspection. Other discussions of interest were: a) The effects of noise on mine workers health; b) The generalizing of the use of the Drager BG-174 equipment for Mine Rescue work; c) Uniform tax base for Federal - Provincial fiscal matters ; d) Recruitment and retention of mining personnel in mining operations. Canadian Council of Resource Ministers Conference A preliminary meeting to the Conference sponsored by - 12- The Canadian Council of Resource Ministers on "Pollution and Our Environment" was held in Quebec on August 12, meeting which the General Manager attended.- The Confer ence will be essentially and almost exclusively a meeting of experts and specialists in this field, at which a small number of representatives of Government and Industry will participate. The President of QAMA to be invited. Dates: October 31 - November 4. The Next Special Winter Meeting Proposed dates for the "ext Special Winter Meeting are February 1-2-3-4 ; tentative location, Barbados Hilton, B.W.I. Next Meetino The next Meeting of the Association will be held on December 12th in Quebec City. Ad journment: There being no further business the meeting adjourned.
