PREFACE Mr. Sparre pointed out that there was one error and one omission in the minutes of the meeting of November 30-December 1, 1960 concerning the Revision of Part III of the Manual. One change which should have been recorded was in the statement appearing in the first full paragraph on page 81, now reading "Poisonous if swallowed or by absorption through skin." The phrase "by absorption" would be changed to read "absorbed." Mr. Sparre also pointed out that the 14th note on page L-376 was inaccurate. The statement "Avoid contamination of feed and foodstuffs" should be inserted in place of the statement "Avoid contamination of food." The statement "Keep away from children and domestic animals" would be retained. In the Preface, in the last line on the bottom of page 81, it was agreed that the phrase "Since they tend to detract should be changed to read "Since this tends to detract" It was also agreed that the words "prominence and" appearing In the first line on page 82 of the Manual should be deleted. It was also agreed that the word, "statement" now appearing in the second full paragraph, line 10, on page 80, should be changed to "text." r i L-399 B. LETTER FROM H. MORAS OF STAUFFER CHEMICAL COMPANY The Committee discussed the letter which Mr. Sparre had received from Mr. Henry Moras of Stauffer Chemical Company concerning use of the statement, "May Be Fatal If Swallowed." A copy of this letter dated September 6 was attached to the pesticide Subcommittee minutes of October 12, 1960. This subject was thoroughly discussed by the Committee and the conclusion was reached that no change in LAPI policy was indicated. Mr. Sparre will relay this decision to Mr. Moras. C. REVISIONS CHEMICAL PAGE IN MANUAL L-l (1) ACRYLONITRILE (82) It was agreed to add the word "sparks " to the statement. "Keep away from heat and open flame." (2) ALDRIN (83-84) It was agreed to add a comma after "Inhalation" in all three ALDRIN labels. (3) ANTU, ARAMITE (84-85) It was agreed to delete precautionary labels for the two chemicals. (4) ARSENICALS, LIQUID (WEED KILLERS) (85) It was agreed to change the title of this chemical to "ARSENICAL WEED KILLERS, INORGANIC." (5) BARIUM FLUOSILICATE (86) A label for this chemical was deleted, since it is no longer used extensively. (18) ETHYL MERCURY CHLORIDE (97) The note under "2. Solutions:" was changed to_read: -- "The above label may require additional statements of hazards for solutions since in this form the chemical may be absorbed through the skin and thus be poisonous by skin contact." (19) ETHYLENE DIBROMIDE (98) The Committee agreed to adopt the following text for this chemical for inclusion in Part III: ETHYLENE DIBROMIDE WARNING I HARMFUL LIQUID AND VAPOR CAUSES SKIN IRRITATION, AND BURNS ON PROLONGED CONTACT ABSORBED THROUGH SKIN Avoid breathing vapor. Avoid contact with skin, eyes, and clothing. Do not take internally. In case of contact, immediately remove all contaminated clothing, including shoes, and wash skin with soap and plenty of water; for eyes flush with plenty of water for at least 15 minutes and get medical attention. Wash clothing and air shoes thoroughly before re use . (20) ETHYLENE DICHLORIDE (98) The Committee agreed to adopt the following text for this chemical for inclusion in Part III: ETHYLENE DICHLORIDE . WARNING 1 FLAMMABLE VAPOR HARMFUL Keep away from heat, sparks, and open flame. Keep container closed. Avoid breathing of vapor. Avoid prolonged or repeated contace with skin. Do not take internally. NOTE: Directions for Use shovild include instructions for adequate ventilation or respiratory protection when the product is being handled. (21) FERBAM (99) It was agreed to move up the statement "Keep away from fire or sparks" so that it follows right after the other pre cautionary measures. (22) FORMALDEHYDESOLUTIONS (99) It was agreed tochange this label to agree with the revised label in Part II. "Antidote" would be retained. (23) GLYODIN (99) It was agreed to delete a label for this chemical from Part III of the revised Manual. { (24) HYDROCYANIC ACID (100) The label for this chemical will be changed to agree with the revised Part II label. (25) LEAD ARSENATE (101) The second precautionary measure was changed to read, "Avoid contact with skin, eyes and clothing." (26) MALATHION '' (102) In the first label for MALATHION Technical it was agreed to change the statement of hazard to: "HARMFUL IF SWALLOWED OR INHALED." The last precautionary measure was also amended to read, "Wash contaminated clothing before re-use." In the second label it was agreed to add the statements, "Avoid contamination of feed and foodstuffs" and "Keep out of reach of children." (27) METHYL BROMIDE (103) It was agreed to revise the text for the label of this chemical to agree with the Part II label. (28), NICOTINE DUSTS (105) It was agreed to change the first precautionary measure to read, "Avoid exposure to dust." (29) PARATHION ^ (105-107) 1. PARATHION Technical -- It was agreed to add a comma after "inhalation" in the first statement of hazard. It was also agreed to add "goggles" after the^words "Wear clean, heavy rubber gloves............" 2. PARATHION Wettable Powders and Dusts ..(25% or less) -- It was also agreed here to add a comma after "in halation" in the first statement of hazard and to indent the words, "Be Increasingly Hazardous." It was agreed to add the word,."goggles" after the words, "Wear clean, heavy rubber gloves." It was agreed that the respirator statement would be changed to read "Wear mask or respirator............" It was agreed L-404 that the following statements would be added at the end of the storage part of the label: "Stay out of smoke when burning containers. Keep out of reach of children and domestic animals." PARATHION FIRST AID -- It was agreed that at the beginning of the "Physician's Note" the following statement would be added, "This product is a cholinesterase inhibitor." (30) SODIUM FLUORIDE, SODIUM FLUOSILICATE (111) It was agreed to add the following text for these chemi cals to the revised Manual: "CAUTION'. HARMFUL IF SWALLOWED Avoid prolonged breathing of dust or spray mist. Avoid contamination of feed and foodstuffs. Keep away from children and domestic animals Clean up spillage." (31) TETRAETHYL PYROPHOSPHATE (112) It was agreed to change the concentration statement from "1% and over" to "any effective concentration." It was also agreed to add the PARATHION label from page 106 with the fol lowing changes: 1. The statement in the PARATHION label reading "Do not get on skin, on clothing" would be changed to read "Do not get in eyes, on skin, on clothing." 2. The standard contact statement regarding flushing with plenty of water would be added to the label. (32) THALLIUM SULFATE (112) It was agreed to change the concentration statement from "1% and over" to "any effective concentration." (33) TOXAPHENE (112) In the label for dry formulations (25% and over) it was agreed to change the second statement of hazard to read "MAY BE HARMFUL BY SKIN ABSORPTION." L-405 (34) 2,4,5-TRICHLOROPHENOXYACETIC ACID (114) It was agreed to begin the name with "2,4,5-T" and to place the chemical name in parenthesis. (35) ZINC PHOSPHIDE (10% and over) (115) It was agreed to change the name of this chemical to "ZINC PHOSPHIDE FORMULATIONS (10% and over)." D. NEW LABELS The Committee considered the new labels drafted by Mr. Sparre's Pesticide Subcommittee and agreed on the following texts for them: (1) 3-(alpha--ACETONYL FURFURYL)-4-HYDROXYCOUMARIN and SODIUM SALT (Text of WARFARIN labels from page 114 of present edition of Manual L-l.) (2) ALLYL ALCOHOL DANGER! EXTREMELY HAZARDOUS LIQUID AND VAPOR RAPIDLY ABSORBED THROUGH SKIN Do not get in eyes, on skin, on clothing. Do not breathe vapor. Do not take internally. Keep away from heat and open flame. Keep container closed. In case of contact, immediately remove all contaminated clothing and flush skin or eyes with plenty of water for at least 15 minutes; for eyes, get medical attention. Washing clothing before re-use. H POISON B (Antidote) Note: Directions for Use should include instructions for adequate ventilation or respiratory protectionas well as the use of neoprene gloves and goggles when product is being handled. Technical Material and Formulations above 2%: danger: poisonous by swallowing, inhalation, or SKIN CONTACT RAPIDLY ABSORBED THROUGH SKIN REPEATED EXPOSURE MAY, WITHOUT SYMPTOMS, PROGRESSIVELY INCREASE SUSCEPTIBILITY TO POISONING BY THIS PRODUCT Do not swallow or get in eves, on skin, on clothing. Wear clean, heavy rubber gloves, goggles, clean, waterproof or freshly laundered protective clothing (coveralls, rubber boots, cap, etc.). Replace gloves frequently and destroy used gloves. Wash thoroughly with soap and water after handling and before eating or smoking. Bathe immediately after work and change all clothing. In case of contact, immediately remove all contaminated clothing and wash skin with soap and water; for eyes, flush with plenty of water for 15 minutes and get medical attention. Wash clothing before re-use. Do not breathe dust, vapor, or sorav mist. Wear a mask or respirator of a type passed by U. S. Department of Agriculture for protection against this product. Do not contaminate food or feed products. Keep out of the reach of children and domestic animals. In case of spillage, wash down with large amounts of water. Decontaminate areas and equipment by washing with strong lye solution. Empty containers are to be destroyed by burning or burying; never re-use. Stay out of smoke when burning containers. B POISON H First Aid Note: For technical material and manufacturing concen trations add after statements of hazard: BEFORE USING, consult manufacturer for safe handling instructions. 2. Formulations (2% or less): WARNING'. poisonous if swallowed, inhaled, OR ABSORBED THROUGH SKIN RAPIDLY ABSORBED THROUGH SKIN Do not swallow or get In eves or on skin. B POISON SI First Aid Note: Labels should bear a statement relative to the protection of persons and animals in- treated and adj acent areas. * FIRST AID - 2-CARB0METH0XY-1-METHYLVINYL DIMETHYLPHOSPHATE H POISON a ATROPINE IS THE EMERGENCY ANTIDOTE FOR POISONING BY THIS PRODUCT Consult physician about obtaining an adequate supply of 1/100 grain atropine tablets for emergency use. (Label continued on next page) L-408 2-CARBOMETHOXY-1-METHYLVINYL DIMETHYLPHOSPHATE (Continuation of label from page L-407) CALL A PHYSICIAN IN ALL CASES OF SUSPECTED POISONING INTERNAL; If swallowed, induce vomiting by introducing finger down throat or by giving 1 tablespoon of salt in a glass of warm water. NEVER GIVE ANYTHING BY MOUTH TO AN UNCONSCIOUS PERSON EXTERNAL: If spilled on skin, immediately remove patient from vicinity of the insecticide, remove all con taminated clothing, and wash skin with soap and running water. If material gets into eyes, wash immediately with running water for at least 15 minutes. IF WARNING SYMPTOMS APPEAR; Administer two 1/100 grain atropine tablets immediately. NEVER ADMINISTER.-ATROPINE UNLESS WARNING SYMPTOMS APPEAR Keep patient prone and quiet. Start artificial respiration immediately if patient is not breathing. Transport the patient immediately to the nearest physician. NOTE TO PHYSICIAN; This product is a cholinesterase inhibitor. Warning symptoms include weakness, headache, tightness in chest, blurred vision, un-reactive pinpoint pupils, salivation, sweating, nausea, vomiting, diarrhea and abdominal cramps. TREATMENT: Atropine is the specific therapeutic antagonist of choice against the parasympathetic nervous'stimulation. If there are signs of parasympathetic stimulation, atropine sulfate should be injected at 10 minute intervals, in doses of 1 to 2 milligrams, until complete atropinization has occurred. Morphine is contraindicated. Clear chest by postural drainage. Oxygen administration may be neces sary- Observe patient continuously for 48 hours. Re peated exposure to cholinesterase inhibitors may, without warning, cause prolonged susceptibility to very small doses of any cholinesterase inhibitor. Allow no further exposure until time for cholinesterase regeneration has been allowed as determined by blood test. 2-CHLOROALLYL DIETHYLDITHIOCARBAMATE 1. Dry Formulations: WARNING! HARMFUL IF SWALLOWED MAY CAUSE IRRITATION ON SKIN AND EYES Do not get in eyes, on skin, on clothing. Wear goggles and rubber gloves when handling. Avoid contamination of feed and foodstuffs. Wash clothing and air shoes thoroughly before re-use. Note: Direction for Use should include instructions for respiratory protection when the product is being handled in enclosed areas. DIETHYL DIPHENYL DICHLOROETHANE (l,l-DICHLORO-2,2-bis (p-ETHYLPHENYL) ETHANE) 1. Technical: CAUTION! ABSORBED THROUGH SKIN WHEN IN SOLUTION In case of skin contact, wash with soap and water. Avoid breathing dust. 2. Dusts and Wettable Powders: CAUTI0N1 Avoid prolonged breathing of dust or spray mist. 3. CAUSES EYE IRRITATION In case of contact with eyes, flush them with plenty of water for at least 15 minutes and get medical attention. HEXAETHYL TETRAPHOSPHATE Same labels as TETRAETHYLPYROPHOSPHATE. MALEIC HYDRAZIDE, DIETHANOLAMINE SALT CAUTION! MAY BE HARMFUL IF SWALLOWED Avoid inhalation of spray mist. Avoid contact with skin, eyes, and clothing. 1-NAPHTHYL N-METHYLCARBAMATE CAUTION! HARMFUL IF SWALLOWED OR INHALED Do not take internally. Avoid breathing dust. Avoid prolonged or repeated contact with skin. Wash thoroughly after handling. Do not breathe dust or vapor. Wear mask or respirator of a type passed by the U. S. Department of Agriculture for phorate protection. If handled indoors provide mechanical exhaust ventila tion. Do not store near food or feed products. Keep out of reach of children and domestic animals. Bury spillage; wash area thoroughly with a solution containing 1 lb. soda ash per gallon of water, to which a water-soluble wetting agent has been added. Empty containers are to be destroyed by burning or burying; never re-use. Stay out of smoke when burning containers. B POISON Si First Aid (Same first aid as for parathion) Note: For certain applications. Directions for Use may need to include more detailed instructions for safe handling of this product and materials treated with it. ANTIDOTE If Cyanide Gas is inhaled: Break an amyl nitrite pearl in a clogh and hold lightly under nose for 15 seconds. Repeat 5 times at about 15 second intervals. Use artificial respiration if breathing has stopped. If Cyanide is swallowed: Break an amyl nitrite pearl in a cloth and hold lightly under nose for 15 seconds. If patient is conscious or when conscious ness returns give emetic (1 tablespoon of salt to each glass of warm water) and repeat until vomit fluid is clear. Repeat inhalation of amyl nitrite 5 times at about 15-second intervals. Use arti ficial respiration if breathing has stopped. Never give anything by mouth to an unconscious person. 2. HYDROGEN PEROXIDE (stronger than 7.4% but not exceeding 52%) Mr. Sparre reviewed for the Committee the returns from a questionnaire which had been sent out by Mr_C. H. Mayhood to members of the MCA Hydrogen Peroxide Technical Committee on the question of revising the label for this strength of HYDROGEN PEROXIDE. The information received from H2O2 Committee members was inconclusive and for that reason it was decided not to change the wording of the label. 3. LABELS FOR REACTIVE METALS At the Boston meeting of the Committee and at this meeting the Committee considered the five Reactive Metals Labels drafted by Mr. Wendt's Subcommittee on Reactive Metals. At the Washington meeting the labels were all accepted, as revised, with the ex ception that the Committee voted to change the signal word on the L--418 label for BERYLLIUM OXIDE POWDER from "WARNING!" to "DANGER!"
