November 1, 1946 A meeting of the Executive Committee of the Lead Indus tries Association was held on Friday, November 1, 1946, at 12:30 P.M. at the Down Town Association, New York City. E. Wormser, Secretary-Treasurer The meeting was called to order with Mr. Clinton H. Crane in the chair. The minutes of the previous meeting of April 16, 1946, were approved. 1946 BUDGET The secretary called attention to his memorandum on June 28, 1946 to the Executive Committee, with respect to the Revision of 1946 Budgets, on the suggestion of Mr. Harold Rowe that the General Promotion Fund be used to furnish the funds required for the Agricultural Service Fund activities this year rather than to subscribe new funds from the supporting members. Mr. Rowe indi cated his desire, however, to have the Executive Committee's total of $175,000 be subscribed for 1946 activities carried out. After considerable discussion, the Committee agreed that it would continue to collect subscriptions for 1946 activities on the basis outlined by the Committee at the budget meeting on December 28, 1945, and that funds would be drawn next year from k the General Promotion Fund not only to offset the $24,000 appropri ated this year for the Agricultural Service Division, but also for any prospective continuation of this activity. Revision of 1946 Budgets At the Executive Committee meeting on December 28, 1945, it was decided to raise $175,000 for our 1946 activities, apportioned as follows; Fund 1946 Budget Funds to be Subscribed Ordinary Fund $71,500 (a) $71,500 Met&llio Lead Products Fund 40,000 29,000 q Red Lead Researoh Fund ) White Lead Researoh Fund) 50,000 Agricultural Service Division Fund 32,800 (b) 50,000 - 24,000 (b) Safety A Hygiene Program Fund 20,500 20.500 $175,000 (a) Includes overhead of $10,000 carried by General Promotion Fund* (b) To be augoented by a subscription of $10,000, or more, from the American Turpentine Farmers Association Cooperative* EDUCATIONAL FR0AM IN WHITE IRAD Mr* Harold Howe, Vioe President of the National Lead Company, has suggested that the amount to be subscribed for the eonduot of our educational work on behalf of white lead in 1946 (Agricultural Service Division) be drawn from, the General Promotion Fund reserve (whioh was collected through subscriptions by the mining, smelting and refining and white lead manufacturing companies), rather than to make a collection this year specifically for the Agricultural Service Division* Mr* Rowe feels that beoause of the severe restrictions plaoed upon the production and price of white lead by the Government, its war time and currently unprofitable position, and the faot that the General Promotion Find oomprisos in part finds i of the white lead manufacturers that the present emergency would justify drawing from it* LIAC275 2 N 668.01 1 2 -1 I WHITE IEAD CAREOKATB RESEARCH With regard to the White Lead Resoaroh Fund, although $ 10,000 has been earmarked in our 1946 budget for the oonducrt of this program, it will probably not be neoessary to provide any funds during 1946 because of the white lead situation* Industry meetings have been held and research is going on currently but at only nominal expense to Lead Industries Association* If Mr. Rowe's suggestions are approved by the Executive Committee \ the total new funds to be subscribed this year for all activities would be 0141,000 rather than $175,000. The General Promotion Fund, as of January 1, 1946, had a balance of $118,434.40. I have disoussed the foregoing suggestions with Mr. Hayt of the Eagle-Pieher Co., who concur.s in the views of Mr. Rowe outlined above. I have also discussed the situation with the Chairman of the Executive Committee. Be also ooncurs with the above suggestions and has asked me to bring the matter before the Executive Committee for disposition. Will you, therefore, as a member of the Executive Committee, signify your approval or disapproval of (1) Transferring $24,000 from the General Promotion Fund to the Agricultural Service Fund for the conduct of 1946 activities, and (2) Suspending the collection of $10,000 to cover the activities of the White Lead Research Fund for 1946. ery truly vou Secretary.
