There was no facility representative present at the time of the inspection. This inspection was in response to a National Response Center Spill Report (NRC# 1337567) which was received by EPA Region 6. EPA Inspector, Matthew Allen, also received notification of the spill from The Bureau of Indian Affairs (BIA) Osage Agency, Field Inspector, Dallas Nave. The inspection was conducted by the authority of the Clean Water Act to determine compliance with Environmental Protection Agency (EPA) regulations. Dallas Nave accepted an invitation to participate during the inspection. FACILITY DESCRIPTION EPA conducted an inspection beginning on the McCann Resources, Inc, Dixon-Rock Lease, where a 2inch diameter poly flowline carrying produced water (brine) and oil pulled apart at a collar releasing produced water and oil onto the land. BIA Field Inspector, Dallas Nave, estimated approximately 15 barrels of oil and 20 barrels of saltwater were released from the parted flowline. The produced water and oil flowed northwest into a nearby unnamed tributary of the Caney River/Hulah Lake. This flowline carried produced fluids from the Dixon-Rock tank battery to the Bowring Lease tank battery. The DixonRock Lease was located west of Bowring, Oklahoma, in Osage County. Section II - OBSERVATIONS I observed the Release Point (GPS 36.893911, -96.126546) of the spill as seen in photo No. 1 of Appendix 1 (photo log). The release point was a point where the 2-inch diameter poly flowline carrying brine and oil from the Dixon-Rock tank battery to the Bowring tank battery pulled apart at a collar joint and spilled produced fluids onto the land. I observed impacted soil and vegetation beginning at the release point, then continued northwest along the flowpath, these impacted areas can be seen in photo No. 1 and No. 5. The spilled fluids flowed across the land approximately 75 feet before spilling into a nearby unnamed tributary of the Caney River/Hulah Lake. The Point of Entry (POE) (GPS 36.893982, -96.126775) into the main channel of the unnamed tributary is documented in photo No. 4. Using a properly calibrated YSI Pro 30 conductivity meter, I observed an elevated Total Dissolved Solids (TDS) field reading of 50,201 mg/L in the main channel of the tributary at the POE, this field reading was the highest level observed during the inspection and can be seen in photo No. 3. I observed a "background" TDS field reading of 204.4 mg/L approximately 20 feet upstream from the POE in a pool of water which was not impacted by the spill, this field reading can be seen in photo No. 2. I observed a significant amount of crude oil on the surface of the tributary which can be seen in photos No. 7, 9, 11, and 12. As the inspection continued downstream from the POE, I observed elevated TDS field readings of 28,233 mg/L (photo No. 8), 22,970 mg/L (photo No. 10), and 759 mg/L (photo No. 13). The TDS field reading of 759 mg/L taken at (GPS 36.899665, -96.125167) was the furthest downstream measurement taken where spill impacts were 2 McCann Resources, Inc. / Dixon-Rock Lease Inspection Date 06/01/2022 observed in the tributary during the inspection. Spill impacts were documented along approximately .5 miles of the tributary during the inspection. At the time of the inspection, there was a slow to moderate instream flow along the impacted tributary and light rainfall was ongoing throughout the inspection. At the time of the inspection, there were no temporary containment structures in place to prevent further downstream migration of the impacted waters. At the time of the inspection there was a floating, oil absorbent containment boom placed across the impacted tributary to prevent downstream migration of the crude oil. I observed an additional "background" TDS field of 124.6 mg/L (GPS 36.899694, 96.125182), this field reading was taken in the channel of a small tributary just before it flowed into the impacted tributary and can be seen in photo No. 16. Section III - AREAS OF CONCERN EPA Region 6 Inspector, Matthew Allen, conducted a phone conference with Mark McCann, owner/operator of McCann Resources, Inc. at the conclusion of the inspection. During the call I conveyed my primary areas of concern which were to capture and remove waters with TDS levels above the observed "background" level, as well as the capture and removal of oil from the impacted tributary before further downstream migration could occur. I also noted the need to clean the flowpath from the Release Point of the spill to the Point of Entry into the tributary. Section IV - FOLLOW UP EPA Inspector, Matthew Allen received a phone call from Mark McCann 06/02/2022. Mr. McCann stated his employees had installed two oil absorbent containment booms across the impacted tributary and they had placed a temporary containment dam across the impacted tributary. Mr. McCann explained his employees were continuing to remove oil and saltwater from the impacted tributary but did not provide estimated volumes. EPA Inspector, Matthew Allen received a phone call from Mark McCann on 06/03/2022. Mr McCann stated his employees were continuing to remove oil and saltwater from the impacted tributary. No additional information was received by EPA after 06/03/2022.
