ALLIED CHEMICAL CORPORATION MEMORANDUM February 14, 1974 MEMO TO FILE SUBJECT: MCA-VC Task Force Meeting Cleveland, Ohio Feb. 11, 1974 The Monday afternoon meeting was mainly concerned with discussion and correction of draft of MCA presentation to be made on Friday. The presentation described history of case of vinyl chloride and of post-Viola activity with the conclusion that an emergency standard is not necessary in view of on-going industry efforts to minimize exposure. For details of VC/PVC industry the MCA statement refers to exhaustive article in December issue of Plastic Engineering. For changes made In MCA presentation see photocopy attached. Miscellaneous items of information in course of discussion are as follows: A) What Dr. Maltoni will say is not yet known. He is expected at MCA office on Thursday afternoon (2/14) pre sumably to brief MCA participants on what will be said at hearing. Dr. Duffield is expected to arrive somewhat earlier. It was indicated that MCA suggested to Vernon Rose (NIOSH) that he invite Dr. Maltoni to the hearing. B) As of 2/14/74 only known oral participants at the hearing were expected to be MCA, Dr. Maltoni, Goodrich and Dow. However, list of participants may increase markedly before hearing is called. Some thought that union chiefs would probably present their point of view. D) Foster D. Snell has NI0SH(?) contract to survey the plastics industry for odorous and hazardous emissions; it is understood that this contract will be extended to cover vinyl chloride specifically.
