This package analyses the restriction proposal, provides new data and explains the potential unintended consequences for the use of F-gases. The key information is summarised, including the positive effect of the F-gas Regulation and related measures; the potential effect of PFAS impurity concentration limits for F-gases; F-gases end-of-life and the circular economy; forecast emissions of HFCs, HFOs and HCFOs; generation of TFA from HFCs, HFOs and HCFOs; naturally occurring TFA; and a Regulatory Management Options Analysis on eight selected F-gases. We also report that seven organisations representing the entire value chain of the German refrigeration and air conditioning industry - trade, plant engineering, manufacturers and education, have issued a joint statement and press release in response to the PFAS restriction proposal, calling for exemptions for F-gases and other PFAS used in refrigeration, air conditioning and heat pumps. Also featured is the position statement of Orgalim, representing Europe's technology industries, which comments that the proposed PFAS restriction also includes the removal of HFOs, 2 and since they are already covered by both regulations, it is crucial to avoid double regulation to ensure that there will be alternatives left for refrigerants. In addition, an article reports the findings of the VDKF (Association of German Refrigeration-Air Conditioning Specialists), which has evaluated information from over 238,000 refrigeration and air conditioning systems and found that the average refrigerant leakage rate of such systems in Germany has fallen again. Including accidents, it was only 1.12% in 2022 on average for all plant types. Finally, we report on the use of F-gas refrigerants for process cooling and circulation chillers used for hydrogen filling stations, which cool the hydrogen before the refuelling process as well as the compressors of the hydrogen.
