Attached please find our article which appears in the current issue of the Journal AWWA (American Water Works Association). It makes the case that affordability or customer assistance programs (CAPs) are essential in the furtherance of full-cost pricing in the water utility sector. It is both a humanitarian and political imperative. The article also reviews recent reports by EPA and the University of North Carolina on the matte.
