TREASURER'S REPORT * 11 The report of the Treasurer for the period September 1, 19U7 to September 30, 19li7, was reviewed, and On motion, duly made and seconded, it was VOTED: That the report be accepted and placed on file. III. RETIREMENT PLANS - FORD PROPOSAL The attention of the Committee was called to a summary of the Ford retirement plan on page 8 of the M.C.A. Labor Relations Bulletin of October 9,191:7. IV. EUREAU OF THE CENSUS A letter from Mr. Ingraham dated August 26th to Chairman Merck was reviewed, pointing out the importance of qualified technical personnel in the Cr.emical Division of the Bureau of the Census to compile chemical returns for 'he census of 19U7 accurately and also supporting a special section for this Purpose. Following a review of the problem, it was. suggested that members sub mit to Secretary Watson errors in the chemical data of the last census on chemicals and that the Secretary confer with the Census Bureau in regard to iteir attitude for an advisory group to cooperate and assist them, the Secre- to report the results of this conference to Chairman Merck. V. M.C.A. TECHNICAL COMMITTEES A- General Safety Committee , Tl Inclusion of Texas City Injuries in Accident Ratings A let- iitt rm ^r* to Chairman Merck dated October 9th, was read to the Com- ea protesting the decision of the National Safety Council and the American CMA 066670 E-371 Standards Association in charging the Texas City fatalities and injuries to the Monsanto Company and the chemical industry. The Executive Committee was advised that the M.C.A. General Safety Committee had passed the following resolution at the meeting of April 17th and 18th, 19U7* "A resolution was unanimously adopted to exclude from the injury reports submitted to the M.C.A,, all personal in juries sustained by employees of member firms in the Texas City, Texas holocaust. Such injuries might have been sus tained 'in the course of employment, but certainly would not be 'arising out of employment'". The Conmittee of Judges of the A.S.A. will meet in November to recon sider its decision in the case of the Monsanto Chemical Company and the chemical industry. It is the understanding of the Executive Conmittee that the decision of the A.S.A* Conmittee of Judges is not concerned with a revision of the rules but rather with an interpretation thereof. The Executive Committee accordingly asks the General Safety Conmittee to review the facts in this case and develop reasons in support of its action. The Executive Conmittee approves the appearance of an M.C.A. representative at the hearing of the A.S.A. Conmittee of Judges in conformity with the General Safety Conmittee's decision after review, 2. Safety Program for Transmittal to Members In response to a re quest from Chairman J&rck, the General Safety Oonmittee advises that they have not found another company safety program in appropriate form for submittal to members. The Committee suggested that they re-canvass this situation after the first of the year. 3* Chemical Safety Data Sheet - SD-16 Phosphorous Chemical Safety Data Sheet, SD-16, Phosphorous, will be releasedon October 15th, U. A.P.I. Toxicological Reviews For the information of the Com mittee, the American Petroleum Institute have had a member of the staff of the Harvard Medical School prepare toxicological reviews on a number of chemicals nhich they use in the petroleum industry. The approach, based on survey of literature, differs from that in the M.C.A. Chemical Safety Data Sheets and this question is now under review by the M.C.A. Medical Advisory Conmittee. B. Air Pollution Abatement Conmittee Members of the Executive Com mittee were invited to advise the Secretary of qualified members of their staff to serve on the Air Pollution Abatement Committee, C. Membership Conmittee X! Approval Lion Oil Co., application of Sept. 3, 19U7 Chairman .njraham stated that he had no report to make on the application for membership 3f the Lion Oil Compary, dated September 3, 19U7. 2. Resignation of ALCOA Chairman Ingraham stated that he would -ollow up the resignation of ALCOA from the M.C.A. and advise the Executive -'O raittee. VI. STATE LEGISLATIVE CONTRACT FOR JANUARY 1, 19k8 TO _JANUARY 1, 1950 a A contract for State Legislative Service with the Conmerce Clearing ise covering services for chemicals and allied products as set forth, from CMA 066671 E-372 January 1, 191*8 to Jamary 1, 1950, at a figure of $2l*0lt was approved. VII. TANK CAR MILEAGE ALLOWANCE A special report from the M.C.A, Tank Car Advisory Conmittee by Mr. M. F. Crass, Jr., advising that the American Association of Railroads subcommittee has stated that it would advise railroad executives to increase the mileage rate on privately owned tank cars from 1-1/2^ to Zi per mile. This would mean approximately $6000,000 to the chemical industry. The Ex ecutive Conmittee will be advised as soon as final action has been taken. The M.C.A. Tark Car Advisory Committee, through Mr. Crass, collected main tenance and operating costs for 191*6 and presented them to the A.A.R. subconmittee. VUI. AMMONIUM NITRATE INVESTIGATION PROGRESS REPORT A. New Committee of Five The Executive Conmittee was advised that General Fleming has appointed a Committee of Five as a result of the conference of September 5th, 191*7 on ammonium nitrate. This includes Mr. W. N. Watson as the industry's conmittee member. The Fleming Conmittee has decided not to duplicate the research program now in progress by the Interagency Committee with which the M.C.A. Conmittee on Ammonium Nitrate is actively cooperating. IX. FEDERAL RESEARCH PROGRAM A. _R_e_p_ort to President - September 27, 191*7 The Conmittee was advised that PPaart it o/ tKe PresId'ent's Scientific Research Board report was summarized in the M.C.A. General Bulletin of October 1st, 191*7 and that Part III just released, will also be summarized in the next General Bulletin. X. REPORT ON THE GENEVA CONFERENCE The Conmittee was advised that, according to the latest reports, the approval of the trade agreements prepared at Geneva was held up by the reluctance or refusal of Great Britain to reduce empire preference rates. XI. GERMAN CHEMICAL STOCKS AND PRODUCTION Reports of substantial inventories of chemicals in Germany have not been officially confirmed nor has official information been released in regard to such stocks. XII. MISCELLANEOUS A.
