GITZEL President and ChiefExecutive Officer March 6, 2025 COMMERCIALLY CONFIDENTIAL CAMECO CORPORATION Corporate Office 2121-11th Street West Saskatoon, Saskatchewan Canada 57M 1J3 VIA E-MAIL Secretary Doug Burgum United States Department of the Interior 1849 C Street NW Washington, D.C., U.S.A. 20240 Tel 306.956.6200 Fax 306.956.6201 www.cameco.corn Dear Secretary Burgum: Please allow me to congratulate you on your confirmation as Secretary of Interior and your appointment as Chair of the National Energy Dominance Council. Your leadership will be crucial in delivering on the vision of United States global energy dominance. Cameco is uniquely positioned to be a vital partner to the United States in launching the American nuclear renaissance by unleashing commercial nuclear power. As you may be aware, Cameco is the world's largest publicly traded uranium producer, with current production in Saskatchewan, Canada and potential re-start production in Wyoming and Nebraska. We are invested across the entire nuclear fuel cycle, including the largest uranium conversion facility in North America, as well as our ownership in cutting-edge uranium enrichment technology under development at Global Laser Enrichment in North Carolina. Over the last several decades, Cameco has supplied uranium and conversion to every U.S. reactor. In November 2023, Cameco finalized a significant ownership investment in Westinghouse (WEC), the designer of America's flagship AP1000 reactor technology. Cameco-WEC's deployment of the AP1000 in the U.S. can play a significant role in meeting growing domestic electricity needs, particularly those related to data centers and artificial intelligence. We are also uniquely positioned to integrate the only fully designed, built, and operating Gen III+ U.S. reactor technology with full scope fuel supply that will enable the U.S. to compete with and defeat China and Russia in securing generational, 60-100 year relationships across the globe. In addition to the important investments Cameco has already made in our U.S. assets, we are excited about the prospect of further investment, which should lead to the creation of long term, high paying jobs as the U.S. seeks to resurrect its once dominant civil nuclear industry. Cameco has also partnered with the U.S. government to support important non-proliferation objectives. For instance, Cameco participated in the 'megatons to megawatts' agreement between the U.S. and Russia, which helped in the dismantling and recycling of over 403 tonnes of nuclear warheads. We also worked with the U.S. government to support the removal of uranium from Iraq in 2007. Energizinga clean-air world Sierra Club v.
