Bags to be marked ter one f three methods:-
(a) Die Q.S.J5bre-Group plus a lot amber
( (b) n m n
n F.S.U.Qlaaaificatiea aaber.
Or (e) A Q.S. Group and Q.S.grade designation Kith an F.S.tJ. ' amber or a lot number*
Alternative fe.2
'
Three alternatives open for choice as follows
' (a) An F.S.U. classification umber only (fibre only required
tO'Beet tide F.S.O.dassifleatiea)
.
Or (b) A Q.S.Fibre group pins an F.S.U. classification (in which ease the fibre must meet both standards -- the Q.S. -
Group Test and the F.S.U.}
Or .
(e) A Q.S. Fibre Qraup an1 Grade Designation pins an F.S.U.
classification (in which ease the fibre most meet
the Q.S.test for the Grade plus tbs F.S.U. olaaslfi-
cation).

Alternative Ho.3
..
Bags to be marked by oil producers as at present (i.e.U-479-4T, AK-l, 4T-30, 5B-600,ete.) but If the fibre is chipped as an P.S.U.fihre than a stencil to be applied to each bag such as:
icon F.S.tr. STANDARD - 95"
`
tiban this stencil Is applied then the F.S.U.classification orerridea an others and the fibre must only meet the F.S.D.classification..
Alternative >io.A
-
Similar to Alternative Ke.3 - that Is grades to be marked on production as at present but if the fibre is shipped as an F.S.TJ.fihre then a colour to be applied as s patch, bar, or in azpr recognisable Banner to each bag. An individnal colour to be used for each of about 12 to 15 F.S.U. olaasi ft si stl one.
The 12 to 15 F.S.U.classifications being suggested as:
-------------------------- 40, 50, 60, 70, 80, 85, 90, 95, 100,_1C5, 110,____________________; 115, 120, 125, 130.

1. General -
1.0 file &srbiooka Lab. was established to reduce tie tine usd eapense involved in obtaining samples, in the Held, from customers.
1.1 Q.A.K.A. aasbcra Initially 'submitted saaplas to tie lab. for testing tAioh were to represent average production. -
1.2 later tie decision vu cede to bare the fibre Inspector collect iwch aazples. Initially twice' per. year but now cose '
per year.
2. Q.S.Tast
*-
2.0 At present each -Inilrldael enapmy reports aoatily its "Sa&pydx^
7ests" showing. Highest Car, Lowest Car, and Average.
'
Dafertanataly, the methods of obtaining the Q.S.results reported os this "Slipping Testa" Noathly Baport are not standardised so that the reported figures are not necessarily ccBpsrsble.
2.1 From this Mnxthly "Slipping TeetenEepert the fibre. Inspector
Bakes a nenthly "Analysis of Sipping Reports" factt it is only
arithmetic based on the results reported fim unsbandardixed
proeednres.
..
2.2 file Fibre Inspector checks all companies Q.S.testing machines once ereiy two months and reports the necessary correlations.
2.3 Hhen the Fibre Inspector, however, takes his nce-per-year appia for the yearly cycle, and for shipment to the Sherbrooke lab., he tries to ensure that it is representative, on the basis of Q.S.tast, of the production in the past 12 ae&ths (beat froa the fciyw* be takes the new sampla) The method of handling these aaaplas is standardised so results reported by the Sherbrooke lab. for Q.S., etc., are comparable.

3. F.S.U.Test
3.0 It appears to this Chairman that oo&-atandard procedures
which have crept into the.Q.S.test and tAieh create uncer
tainty are undesirable and
pot be allowed in any new
- F.S.D. procedure.
3*1 If the internal Q. A.H.A.system used for Q.S. la to be re peated for F.S.D.( once all legal and legislative problems
are cleared) than this would naan that:*
. Ccmpanies would report on the Monthly Shipping Tests the fibre shipped by F.S.D.giving highest F.S.D.{?), lowest F.S.D.(7), and average F.S.D.
. Tor each F.S.D.classification used. Tonnages also presumably will be repaired for internal asi goroimantal statistics.
If I as correct in the above, I think it is extremely im
portant
standardised methods of obtaining F.S.D. be
' used or reported results will be meaningless.
3.2 Will the Fibre Inspector or Lab.Directer have a role in standardising F.S.O.aachine (as per Q.S.Maghinwa) ? .
3.3 If the .Fibre Inspector id11 be required to take a cne^
peavyear representative simple of each F.S.D.fibre dassili-
. cation used by a particular company he could only aak the
eenpeny for such a sample (he coaid not take it himself)
with a vaiaa at the cpprccdsate average F.S.D.for that grade
' over the past 12 months (method of arriving at average of
. pest, production would require a standardized statistical ap
proach). ibis sample in Sherbrooke should give the cams
F.S.D. but would show Q.S., Xclictt,etc.,also.
'
3*4 ' Fibres that were produced on a Q.S.Standard (agl so marked) bet later shipped as F.S.D. oould cause difficulties in ob taining a representative sample for the Sherbrooke lab.
1. McNutt tt Colour
Problems would be similar to F.S.U.aapeaais^ os the final classification decided upon.
