The Administrator of the.Environmental Protec- 2 tion Agency, utilizing the existing powers and procedures of 3 such Agency with respect to contamination of the ambient 4 air and water supply, shall at the earliest practicable date-- .5 . .(1) develop a body of knowledge (both scientific 6 ahd practical) Svith respect to contamination of the envi- 7 ronment resulting from the presence of asbestos in the 8 ambient air and water supply, giving particular attention 9 to the manner in which asbestos contamination may re- 10 " suit from such things as dust from road construction, 11 erosion, and wear of sidewalks, playgrounds, and other 12 man-made structures and facilities, and the discharge of 13 asbestos in solution into the Nation's waterways; 14 (2) determine the nature and extent of the stand- 15 ards and restrictions which are or may be required to 16 provide effective protection of the public health and 17 safety against such contamination; and 18 (3) promulgate, implement, and enforce the stand- 19 ards and restrictions so determined. 20 Seo. 3.
