MINUTES OF EXECUTIVE COMMITTEE Links Club, New York City September 9, 1970
Following breakfast at 9:00 a. m. , the meeting was called to order by Chairman Gunder.

1. Financial Report for three months ended August 31, 1970. Mr. Carnes reported that income for the three months period ended August 31 was $1, 678, 906. This is $141, 094 short of the estimated total for the entire fiscal year which it still appears should be attained. Three member companies have resigned since the budget estimate was prepared and two others have not yet paid their member ship fees which has resulted in some reduction in the total of membership fees received to date. Expenses for the period were $379, 161 which is 82 percent of the prorated expense budget. In addition to these expenses, $22, 279 was expended from project funds carried forward from previous years.
2. Time and Location of Future Executive Committee Meetings. Chair man Gunder reported that it had been suggested that it would be more convenient for members of the Committee residing in the New York area if the time of the Committee's meetings were set back one-half hour from the previously scheduled time of 8:30 a. m. In response to the Chairman's request for comments on the suggestion a brief discussion followed, after which it was agreed that future Executive Committee meetings in New York would be scheduled with breakfast at the Links Club as in the past but to begin at 9:00 a. m.
3. Proposed 1970-71 Budget for Chemical Transportation Emergency Center. Furnished to those present and summarized by Chairman Gunder was a staff-recommended 1970-71 budget supplement for establishment and opera tion of the Chemical Transportation Emergency Center (CHEMTREC) for the first fiscal year. Establishment of the Center was authorized by the Board of Directors at its June 1970 meeting at a cost for the first year not to exceed

$110,000 with the understanding that the staff would present detailed recom mendations as to how the 1970-71 budget should be supplemented for this purpose at the September Board meeting. Following discussion, it was agreed to recommend to the Board of Directors that the staff-recommended budget of $93, 370 for establishment and operation of CHEMTREC during fiscal year 1970-71 be approved.
4. MCA Position on the Pending Trade Bill, Mr. Driver reviewed recent developments with respect to the trade bill pending in the House of Representatives which included appearance before the Ways and Means Committee to present testimony in support of the Association's position as approved by the Board of Directors, rumors of a prospective Presidential veto of the legislation if enacted in accordance with the Association's position on retention of the American Selling Price, and the subsequent defection of member companies from the Association's agreed position. Following a discussion of the reasons for and implications of these defections and the embarrassment of the Association thereby, it was agreed to recommend to the Board of Directors that the Association abandon its previously adopted position on the pending legislation and assume a neutral and passive position thereon in the future.
5. Recommendation for Establishment of an Ad Hoc Committee to Study Feasibility of an MCA Patent Data Bank. Furnished to those present and summarized by Mr. Driver was a staff report regarding exploration of the possibility of establishing a Patent Data Bank under Association sponsor ship and recommending that an ad hoc committee be appointed of member company representatives to explore further and report to the Board of Direc tors upon the feasibility of such a project. Following discussion, the recom mendation was approved and it was agreed that Mr. Driver would proceed with appointment of the ad hoc committee as recommended,
6. Proposed Rules of Organization and Procedure for Government Liaison Technical Committee. Furnished to those present were proposed Rules of Organization and Procedure for the Government Liaison Technical Committee which Mr. Driver reported had been drafted pursuant to the action of the Board of Directors approving the Policy Study Committee recommendation that the status of the Committee be changed from an ad hoc committee to a standing committee. Following discussion, it was agreed to recommend to the Board of Directors that the proposed Rules of Organization be approved.
7. Proposed Rules of Organization and Procedure for Solid Wastes Management Committee. Furnished to those present were proposed Rules of Organization and Procedure for the Solid Wastes Management Committee established by the Board of Directors at its November 1969 meeting.

Following a brief presentation by Mr. Driver and discussion of the proposed Rules, it was agreed to recommend to the Board of Directors that they be approved subject to an amendment of Section IV to provide a membership limitation of thirty-five in lieu of the limitation of twenty-five as proposed in the draft Rules.
8, Report of MCA Centennial (1972) Committee -- Proposed Flan and Estimated Cost. Furnished to those present was a report of the MCA Centennial Committee, setting forth a proposed plan for celebration of the Association's centennial in 1972 with four studies intended to portray the impact and influence of chemistry and the chemical industry on improving the quality of life in four major areas together with special commemorative programs at the Association's Semiannual Meeting in 1971, in Washington during the spring of 1972, and at the Annual Meeting in June of 1972, the estimated cost not to exceed $125,000 over the two-year period involved. Following an extensive discussion of the amount of participation by senior executives of member firms which the proposed program would entail, the cost involved, and the timing with respect to the industry's current public image in relation to environmental quality, it was agreed to report the Executive Committee's reservations concerning the celebration as proposed to the Board of Directors for any comments other Directors might wish to make and to defer action thereon until the October meeting of the Board of Directors.
9. Proposed MCA Envir onmental Statement. Furnished to those present was a proposed Association statement on environmental quality as drafted by Mr. Doan, together with several comments recommending further revision. Mr. Doan reported that the proposed statement had been through several drafts, that some of the recommendations for further changes were sound, and indicated a desire for the views of the members of the Executive Committee regarding it. Following discussion, it was agreed to recommend adoption of the statement by the Board of Directors subject to three specific amendments which were agreed upon.
10. Proposed National Laboratory for Environmental Studies. Mr. Doan reported that the presentation on a proposed National Laboratory for Environmental Studies had been placed on the agenda for the Board meet ing later in the day at his request in order to provide information to, and stimulate the thinking of, Directors regarding a growing need for a facility of the type proposed to meet a greater need for information concerning the long-range health effects of pesticides and food additives. In view of the scheduled presentation to follow at the Board meeting, it was Mr, Doan's view that further discussion of the matter by the Executive Committee was unnecessary.

11. Administrative Matters. Mr. Driver reported that the Tax Policy Committee was engaged in drafting a statement to be presented to the House Ways and Means Committee on the Administration's proposed tax on lead additives in gasoline. In view of the differing viewpoints regarding the appropriate action for the Association to take in this connection, it was agreed that the proposed Association statement should be sent to the Board of Directors for their vote by mail and that any position adopted should repre sent a nearly unanimous view of the Directors.
There being no further business to come before the Committee, it was unanimously resolved to adjourn.
