The gas station has not operated since approximately 2015/2016. While the Facility was previously managed by the Blackpipe Community, in the absence of an effective lease contract, the Rosebud Sioux Tribe is the Facility owner. Facility installation records indicate a double-walled composite (steel clad with fiberglass) underground storage tank (UST) with two compartments that was installed in December 2014. The north compartment has a capacity of 3,500 gallons and the south compartment has a capacity of 1,500 gallons. According to the installation records, Facility piping is a suction system with fiberglass reinforced plastic (FRP) construction. Inspection Narrative On September 12, 2024, the EPA UST program personnel conducted an inspection at Blackpipe Convenience Store in Norris, South Dakota. The EPA last inspected the Facility on August 4, 2021, and 4080037-Blackpipe Convenience Store Page 1 of 2 9/12/2024 UST Inspection they selected it for routine re-inspection. Ms. notified the Tribal environmental department of the date and time of inspection since there was no Facility representative to contact (see Attachment A). The inspection team arrived at the Facility at 12:00 p.m. CDT. They were joined by the Rosebud Sioux Tribe Environmental Director. Ms. filled out a Notice of Inspection (NOI) (see Attachment B); however, no Facility representative was present to sign the form. EPA inspectors conducted a physical inspection of the UST system and gauged both compartments. No documentation of operator training, release detection, or equipment testing was available for the Facility. Photographs of UST system components taken during the inspection are in Attachment C. Physical Observations Fill pipe caps were closed but not locked. Using a gauge stick and fuel/water finding paste, the EPA inspector measured less than one inch of fuel residue in the north compartment. In the south compartment, the gauge stick indicated roughly 16 inches of fuel. See photos from tank gauging in Attachment C. Additionally, the south sump was full of water. The north sump was not opened during the inspection. No Facility records are maintained including operator training, release detection, equipment testing, and financial responsibility (FR).
