Confirming my comments in staff meeting this morning: Given' the intensive effort underway to control PCB effluent from the producing unit and to control end uses of the product by forgoing plasticizer application business - it seems consistent and reasonable that we take steps to control the scrap fluids that heretofore have been put in the land fill. To this end the following things are already underway or are requested: (1) A used tank trailer is being placed in service for use in collecting therminol (or other) fluids that are to be changed out from in-plant applications. Parallel to this, tankage is being set aside for collection of these bulk fluids for subsequent incineration. ` Returned drummed material from customers is being collected on the south lot to be held until the incineration unit is on line. In some in-plant applications it may be easier to drum-and-store than to use the tank-truck. (2) The only PCB materials that should go to the landfill, even in drums, are (a) material that is in solid form at ambient temperature (Montar - until incineration is on-line, at which time Montar will be diluted and burned) . Page 2 8/6/70 WGK Unresolved situations at present include the following: (l) Best method of disposing of Aroclor tank car washings (presently collected in a tank truck and drained at landfill -- incineration project calls for a settling sump for resolving this one). , {2) How to handle lab samples, i.e., emptying contents of control and.reserve sample bottles. At this point, the best contact man for disposal difficulties is Tony Rasmussen who is the plant liaison man for the incinera tion project.
