open, and the discussions particularly concerning accidents and incidents
that have occurred during the past year is free and spirited. No formal
minutes are taken nor do we have publications, each representative taking
his own notes and using his discretion as to distribution within his organ
ization. A master recording of the entire proceedings is kept upon the
advise of counsel, but these recordings are not released. The purpose of
all this is to insure that we all feel free to speak v/ith total candor
regarding our safety problems.
