PRIORITY HIGH PRODUCTION VOLUME CHEMICALS SEEKS HEALTH AND ENVIRONMENTAL DATA
The Organization for Economic Cooperation and Development (OECD) Chemicals Program has launched an international voluntary program to screen the potential
risks of 53 high production volume (HPV) chemicals. OECD is an organization of 24 Western developed countries, including Japan, that conducts work in economic, trade, and environmental areas. The United States will join with thirteen other OECD member countries in a coordinated effort to share information collection, evaluation, and testing, as appropriate. This cooperative program will result in internationally accepted data for screening potential health and environmental risks.
This international cooperative effort represents the first phase of a program to systematically investigate the potential human health and environmental effects of chemicals produced in large quantities worldwide. The 53 HPV chemicals were chosen from a list of 147 chemicals that are produced in excess of 1000 tons per year by any OECD member country and for which little or no safety data are publicly or readily available.
Chemical industries within OECD member countries have expressed support of the OECD program through the Business and Industry Advisory Committee (BIAC). The U.S. chemical industry, working through CMA and the Silicones Health Council, has volunteered to take the lead on nine of the 53 priority HPV chemicals.
OECD member countries have agreed on a Screening Information Data Set (SIDS) needed for an initial evaluation of the potential hazards of these chemicals. As a first step, OECD is seeking health and environmental data that may already exist on the 53 HPV chemicals. This existing data will be shared with the country taking the lead on a chemical. OECD has developed a questionnaire to assist in collecting existing data on the 53 HPV chemicals. In addition, each of the fourteen countries has designated a national SIDS contact point.
U.S. chemical companies are strongly urged to provide any existing health and environmental information on the 53 HPV chemicals listed on the reverse of this notice.
