Detroit Fluid Shipments December 11, 1944 Ben Crane has written a memorandum on your discussion of December 7 which would seem to be self-explanatory,. His memorandum reads as followsj "In a discussion between Mr. Scales, of the Technical Service Department, and Ben Crane of the Safety Department on December 7, the following statements were made by Mr. Scales. "1. So far as Technical Service is concerned they will make no fluid shipments at any time, Mr. Scales advised that ary program of theirs involv ing special blends would be known sufficiently in advance to arrange for Fluid to be shipped from Deepwater, and to arrange for handling by the, Safety Department. *2. Mr, Scales discussed this problem with Mr. Fricker of Detroit Engineering. Mr. Fricker did not have a copy of Dr. Caling&ert's letter of >*12-43 to Kehoe and K&ley, Mr. Scales had copy made for him. Mr. Fricker advised.Scales that Detroit Engineering will ship Fluid from Detroit only in. case of emergency; he described emergencies as cases where legitimate research labs were conducting tests and might need fluid in a hurry to complete non-stop test runs. This its the case in the recent shipment of Fluid to Dubrizol and Thompson Products which is described In & separate memo. "So far as the Detroit Chemical Research is concerned Dr. Caling&ert1 s letter of 3-12-43 to Kehoe and Kaley, adequately covers this problem.* Hi ca -2 - It is felt th&t the above procedures are adequate with one exception. It is suggested that when Detroit Engineering makes an emergency shipment that the Hew York office and the Division Manager involved be notified. Hew York will request safety supervision unless uch shipment is to parties adequately equipped and familiar with luid handling.
