Gillen Director - Technical Affairs ROHSvfS3SEP 1 k <E$1 SUBJECT: REPAIR GUIDELINES FOR ASBESTOS CEMENT SEWER PIPE Deal Tad, Referring to your letter dated July 9, 1981 to Frank Duffy under the above subject, I'd like to give some background to the Repair Guidelines prepared by the New Jersey Contractors Association. Wheii contractors were installing, testing, and repairing sewer lines in New Jersey, there were apparently a number of inspectors at jobsites from government agencies (DEP, EFA, Etc.) and the consulting engineers. If a sewer line did not pass the test requirements, there was disagreement between the inspectors and. contractors on how a repair could be mode. The contractors wanted to make moot repairs by chemical grout rather than dig up and replace the pipe or couplings because if there were many repairs to be made the grouting would be cheaper. We, as pipe manufacturers, took the position that we could not recom mend the use of chemical grout to make c. repair because we were not familiar enough with the process to nuke a recommendation. We could only point out the type of failures that would affect the structural integrity of the pipe. Concerning adding repair information to the ASTM Installation Stondard for Asbestos Cement Sewer Pipe, I suggest that pages 1 to 10 only of the N.J.
