Previous Enforcement Actions: None known III. Type and Purpose of Inspection Unannounced evaluation of compliance with the 2017 Construction General Permit IV. Facility Description The site is a residential development, lying west of Lane Road, covering about 60 house lots total. The main road of the development, Blackstone Drive, runs west uphill from Lane Road, then forms a loop with itself extending to the west. Two short dead - end spurs extend from the northwest corner of the loop, and to the south from the central point where Blackstone drive splits (making this a four - way intersection). A dirt road runs parallel and north of the north part of the loop road. The loop is generally on top and on the north side of a hill; the terrain slopes down to the north slightly down to the west, and down to the east along the east part of Blackstone Drive. To the south, the terrain slopes slightly down in the central part of the site, and more steeply along the western part. The road includes drains which lead to a basin adjacent to Lane Road, a pair of basins to the northwest (north of the spur road), and to a basin northeast of the loop (and northwest of the completed section); a very small basin is also southwest of the loop. At the time of the inspection, the area from Lane Road up to the loop was completed, with occupied houses and the basin and all lawns with established grass. The spur to the south was mostly complete, with lawns that had just been hydroseeded. Houses along the north part of the loop were mostly complete or well under way, with houses on the south part either at the foundation stage or not yet started. V. Inspection Mr. Spejewski arrived at about 9:30 AM. After asking site workers for the superintendent, he eventually was met by Mr. Haddad. A. Opening Conference Mr. Spejewski explained the purpose of the inspection, presented his credentials, and provided a copy of the Small Business Resources Information Sheet. Mr. Haddad said Mr. Spejewski could tour the facility unaccompanied, and then find Mr. Haddad for a closing conference. Mr. Haddad gave his cell phone number to contact him. 2 ED_019088A_00019810-00002 Mr. Spejewski agreed and received permission to take photographs during the tour. Mr. Spejewski then left to tour the site. B. Facility Tour The two basins to the northwest had well - established grass walls and vegetated floors. A dirt stockpile between the two basins was unstabilized (except for sparse weed growth; not enough to stabilize the slope); there was no sign of sediment carried off - site from the pile. South of the basins, where the backyards of the houses met the dirt road running to the east, a drainage channel down toward the road showed some erosion with sediment deposits along the road; there was no sign of sediment carried through the adjoining woods. The dirt road had no (or old and no longer effective) erosion controls on the downhill side (north), but only small amounts of sediment could be observed in the adjoining woods and it did not appear to have been transported beyond the woods. The north - central basin was well - grassed with a forebay with water and dry main portion. No outlet pipe was observed; an emergency overflow to the north showed no staining or signs of regular water flow towards wetlands to the north. In the main part of the site along the north part of the loop most houses were complete (or at least walls and ceiling up). Most lawns were bare dirt, but there were no signs of serious erosion or channeling. To the east, a slope led down steeply behind the backyards of the houses. The slope was stabilized with rip - rap or grass. The eastern part of the southern border also sloped down steeply, with a rip - rap wall in place down to undisturbed woods. In one backyard, a large puddle / small basin was in place (Mr. Haddad later confirmed this was a temporary basin). Minor sediment deposits were at the foot of the rip - rap wall; they did not appear to extend into the flat wooded terrain to the south. In the center of the south edge, a few large stockpiles were in place along the border. In one spot, the stockpile spilled slightly over the silt fence along the south border of the site. The terrain to the south was at the level of the site, with undisturbed woods, and no sediment appeared to be traveling through the flat woods. The loop to the south has been recently hydroseeded, including lawns and a slope along an access road to the west (south of the previous phase of the development). C. Closing Conference Mr. Spejewski called Mr. Haddad who said to meet him at his residence (in the completed first phase of the development). Mr. Spejewski met Mr. Haddad there.
