No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. Glen Owens was present during the inspection representing Arkansas Oil and Gas Commission (AOGC). FACILITY DESCRIPTION EPA conducted an inspection on the J & B Oil, LLC, TC Patton Tank Battery, which contains two (2) separators, one (1) oil storage tank, and one (1) brine storage tank. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil separators, pipes, and tanks located at the facility, see Appendix 1 (photo log), photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed the contaminated flowpath, dead vegetation, and salt crystals on top of the soil on the backside (W) of the facility, see photo No. 3 and No. 4. I observed a Total Dissolved Solids (TDS) reading of 1,089 mg/L as well as stream characteristics on the backside (W) of the facility in the unnamed tributary that connects to Wolf Creek, see photo No. 5 through photo No. 7. I observed a TDS reading of 166.3 mg/L upstream from the point of entry (POE) into Wolf Creek. I also observed the POE from the unnamed tributary to Wolf Creek as well as stream characteristics, see photo No. 8 through photo No. 10. At the POE, I observed a TDS reading of 931 mg/L in Wolf Creek, see photo No. 11. Downstream from the POE, I observed a TDS reading of 6,323 mg/L on the east side of the Highway 7 bridge as well as stream characteristics, see photo No. 12 through photo No. 14 Under the east side of the Highway 7 bridge, I observed a background TDS reading of 169.3 mg/L, see photo No. 15. Section III - AREAS OF CONCERN No closing conference was held due to no J & B Oil, LLC staff being present during the inspection. Areas of concern at the time of the inspection include the contaminated flowpath to the unnamed tributary and the elevated TDS levels in Wolf Creek. 2 Section IV - FOLLOW UP J & B Oil, LLC/ARU002226 (CWA) Inspection Date 3/12/2024 Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
