The U.S. Environmental Protection Agency Region 4, the U.S. Army Corps of Engineers and the Mississippi Department of Environmental Quality conducted a Compliance Evaluation Inspection (CEI) on the Presidential Hills Wastewater Treatment Plant (WWTP) on March 22, 2023. The objective of the inspection was to assess the City of Jackson's compliance with the Clean Water Act and the National Pollutant Discharge Elimination System permit, and to evaluate the general condition of the WWTP. The inspection results have been summarized in the enclosed CEI Report.

1. Introduction
On March 22, 2023, representatives of the United States Environmental Protection Agency Region 4, and the Mississippi Department of Environmental Quality (MDEQ) conducted a Compliance Evaluation Inspection (CEI) on the Presidential Hills Wastewater Treatment Plant (WWTP), owned and operated by the City of Jackson, Mississippi (the City). The inspection was conducted under the authority of Section 308 of the Clean Water Act (CWA), as amended. This report provides a summary of the inspection.

3. Facility Description

This WWTP is a sequencing batch reactor (SBR) activated sludge wastewater treatment plant that is permitted to discharge 0.75 million gallons per day (MGD). It serves the Presidential Hills subdivision in Northwest Jackson.
The WWTP consists of a coarse bar screen (Photo 3), grit removal, two blowers for the former lagoon (now used as storage/equalization; Photo 1), two blowers for the SBRs (Photo 2); two SBR tanks (one was out of service but was being aerated until the City swaps tanks; Photos 4 and 5), a settling basin; post filtration filter (out of service as the cloth media tears; Photo 6), UV disinfection (Photo 7), ultrasonic flow meter (Photo 8); aerobic sludge digester (former polishing lagoon; Photo 10), and an on-site generator (Photo 9). The generator will power the entire WWTP and is exercised every Tuesday automatically). Sludge in the digester has not been dredged/removed in five years. The entire WWTP is automated and will call Veolia should any equipment fail.

4. Inspection Procedures.
The overall objective of this CEI was to evaluate the condition and operational performance of the WWTP and Jackson's self-monitoring program and to offer compliance assistance as needed. Specific tasks included conducting an opening conference, interviewing WWTP staff, reviewing WWTP sampling records, conducting a site visit throughout the existing WWTP, and a closing conference.
5. Findings & Conclusions
A. Permit Review Jackson's NPDES permit for the WWTP has an effective date of March 20, 2019 and expires on February 29, 2024. The NPDES permit lists only one outfall (001) that discharges to Bogue Chitto Creek, a tributary to the Big Black River.
B. Records and Reports
The EPA's Enforcement Compliance History Online (ECHO) shows that the WWTP was in noncompliance for six effluent limit exceedances of Biochemical Oxygen Demand, 5-day (BOD5) in the last five years (See Appendix A for effluent limit violations). This WWTP's records are kept at the City's Savanna Street WWTP, which also houses the City's lab for all three WWTPs it owns.
C. Flow Measurement
EPA did not record the effluent flowrate, but the average flow to the WWTP is 0.25 MGD and during wet weather the flow can increase to 0.75 MGD. The effluent flow meter appeared in good condition.
D. Sampling/Laboratory
Veolia's Operator sample pH and Dissolved Oxygen on his rounds. All other pollutants are analyzed at the Savanna Street WWTP laboratory.
E. Site Visit (Operation and Maintenance)
A WWTP site visit started at the headworks and ended at the sludge lagoon. The WWTP appeared well maintained. The following components were observed:
There is an on-site generator that can power the entire WWTP (see Photo 9). The larger lagoon acts as an equalization basin, while the smaller lagoon serves as a sludge
digester (see Photo 10). The entire WWTP is automated and will call Veolia should equipment fail. The effluent composite sampler was last calibrated in November 2022 and was below 6o
Celsius.

Sludge Handling As noted above, sludge is aerobically digested and left in the smaller lagoon until it needs to be dredged. G. Effluent/Receiving Water The effluent at the parshall flume was clear and void of solids (Photo 8). The receiving waterbody (Bogue Chitto Creek) was not readily accessible and not observed. 6. Discussion The City has made several upgrades to the Presidential Hills WWTP since the last EPA inspection. The City should continue to properly operate and maintain this WWTP.
