CONSIDERATIONS FOR DEALING WITH ASBESTOS ON THE CONSTRUCTION SITE This meeting was called in an effort to develop a clarification of the responsibility that both Dow and the contractor have regarding asbestos on the construction site. Here are the minutes from the September 28 meeting regarding the role of Dow and the contractors in identifying asbestos on the job site. The group came up with the responsibilities of the contractor and owner pertaining to asbestos on the job site. It is as follows: Contractors' Responsibility It is the contractors' responsibility to meet all federal and state regulations and to make a responsible effort to assure a safe work environment. The contractor will provide training and protective equipment to his/her employees to complete the job in a safe manner. The contractor is advised and encouraged to report any and all potential asbestos-containing material (ACM) sources to the owner. Dow's (owner's) Responsibility The Dow Chemical Company shall make a reasonable effort to identify all ACM in the work environment. This shall be performed by the plant or the project team prior to the issuance of a construction contract. Please review the wording that we agreed on and submit any comments to Ron Malecki no later than November 7. After this date Legal will be given the opportunity to review it. We will use the following methods to communicate this responsibility to the contractors and the appropriate Dow personnel: 1. Contractors' blue book 2. Contractor luncheon 3. Communicate through the Midland Area Contractors' Safety Council 4. Spec. book 5. Division Engineering staff meetings 6. VAX mail Again, we'd like to thank you all for your participation. Enclosed is a copy of the latest edition, dated June 1989. Please note the sections on Asbestos (pg. 3) and Noise (pg. 32). This is where the significant changes tire made. At this time, we would like to re-emphasize the section on Pre-Job Sqfety Conference (pg. 45). When planning a pre-Job sqfety conference, please remember to include a personfrom the Contractor Sqfety Department, {f not available, contact the department's sqfety engineer (list attached).
