Please accept this letter as my highest recommen dation for the appointment of Kathryn Gieptner to the Board of Directors of the Texas Department of Health. As the governing body having general supervision and control of all matters pertaining to the health of the citizens of Texas, it is my sincere belief that Mrs. Gieptner would be a most beneficial addition.
As a registered nurse licensed to practice profes sional nursing services, she has provided a service which only someone possessing her experi ence, dedication and professionalism is capable of providing.
Mrs. Gieptner has provided these services to the employees of Champlin Petroleum Company for approximately 28 years. This service includes not only industrial related cases, such as those normally associated with a 600 employee refinery, but additionally the administration of the nonindustrial medical program. She is also quite active in civic and professional organizations.

RESPONSIBILITIES AND PROGRAMS
The Texas Board of Health shall have general supervision and control of all matters pertaining to the health of the citizens of Texas. The board is respon sible for the adoption of policies and rules, and for the government of the department.
The Texas Department of Health consists of the Commissioner of Health, the administrative staff, and the chest hospitals at San Antonio and Harlingen.
In general, the activities of the department are described by organizational levels as follows:
COMMUNITY AND RURAL HEALTH
Public Health Regions
The Public Health Regional System provides a broad coverage of public health services to areas without other resources and supports on request those areas with local health entities when additional or specialist personnel are needed. The boundaries of each region are established by state law; at present these cor respond to those of the State Health Service Areas. The Regional Director of Public Health is responsible for the overall operations within his area and his office can provide information and direction to appropriate service providers.
State Chest Hospitals
The two state chest hospitals, located in San Antonio and Harlingen, provide a full range of inpatient hospital services for patients who are residents of Texas. Each hospital has a pediatric unit, which specializes in treating children with communicable and chronic chest diseases. Other medical and surgical services are available for those patients who are enrolled or who are eligible for other public health programs provided by the Texas Department of Health. The primary mission of both facilities is to treat tuberculosis and chronic respiratory disease in people of all ages.
Office of Public Health Nursing
This office promotes community health by providing general nursing leadership, consultation, and cooperation in the administration and implementation of other health programs.
Local Health Departments
There are 68 local health departments covering 73 counties and including 81 percent of the state's population. Most of the larger departments carry a wellbalanced program with activities in all of the accepted practices. Many have outstanding immunization clinics, maternity services, family planning services, child health programs, VD control programs, adult and chronic disease services, and dental health programs.
Bureau of Environmental Health

The responsibilities of the bureau are accomplished through operation of four divisions: Water Hygiene, General Sanitation, Occupational Safety, and Occupational Health. These divisions monitor water, sanitation, industrial hygiene, and safety programs and standards.

Selection and Term Eighteen-member board. Appointed by the governor with concurrence of the Senate; six-year terms (overlapping). Chair person is appointed by the governor biennially. Non-salaried positions.
Special Qualifications Six members must be licensed physicians; two
members must be hospital administrators; one member must be a licensed
dentist; one member must be a registered nurse licensed to practice
professional nursing; one member must be a licensed veterinarian; one
member must be a licensed pharmacist; one member must be a licensed
nursing home administrator; one member must be a licensed optometrist;
one member must be a licensed civil engineer, specializing in the
practice of sanitary engineering; and one member must be a licensed
doctor of chiropractic. The 16 professional and licensed members of
the board must have had five years of professional experience in the
state of Texas prior to appointment. The additional two members must
be citizens who have none of the qualifications required of the other
16 members.
