Federally Enforceable Requirements Investigated: Stormwater discharges and certain non-stormwater discharges from the City of Lynn (the City's) Municipal Separate Storm Sewer System (MS4) are authorized by the NPDES General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (hereinafter, the Permit), issued by the Environmental Protection Agency (EPA) Region 1. The City obtained coverage under the Permit with NPDES Permit ID MAR041044. City of Lynn (MAR041044) EPA MS4 Compliance Sampling Inspection J. Pollutants Sampled: Pharmaceuticals and Personal Care Products (PPCPs), E. coli/Enterococcus, Ammonia (nitrogen), Total Chlorine, and Surfactants III. Type and Purpose of Inspection(s) The purpose of the reconnaissance inspection was to locate stormwater outfalls, associated manholes, and/or catch basins which discharge into the Lynn Harbor, Flax Pond, Sluice Pond, and the Saugus River, while noting appearance, presence of flow, and access requirements for one or more sampling inspections. The purpose of the compliance sampling inspection was to identify potential illicit connections or illegal discharges within the City of Lynn MS4 and Combined Sewer System that may adversely impact the water quality in the Lynn Harbor, Flax Pond, Sluice Pond, and the Saugus River. Samples were collected from six (6) locations in accordance with the FSB Investigations Team Stormwater Program Plan. Sample sites were identified during a reconnaissance inspection conducted on August 31, 2021. V. Permittee Details The City of Lynn occupies approximately 13.5 square miles in Essex County, MA, approximately 10 miles northeast of Boston, MA. The City shares borders with the municipalities of Nahant to the south, Swampscott to the east, Salem to the northeast, Peabody to the north, Lynnfield to the northwest, Saugus to the west and Revere to the southeast. According to the 2010 U.S. Census, the population of City was 90,329. There are four (4) CSOs permitted to discharge into the receiving waters of Lynn Harbor, Stacey Brook, and the Saugus River. Lynn Harbor, Flax Pond, Sluice Pond, and the Saugus River are listed as MS4 receiving waters in the City Notice of Intent (NOI) for coverage under the MS4 permit. VI. 08/31/2021 Reconnaissance Inspection Summary On August 31, 2021, EPA inspectors Michelle Coombs and Shannon Brunelle conducted an unannounced reconnaissance inspection of the City of Lynn, MA MS4. They were not accompanied by any city or state representatives. The inspection started at Sluice Pond at approximately 08:45 HRS. At the time of the inspection, the weather was partly cloudy with an ambient temperature of approximately 70F. Page 2 of 28 Sampling Inspection Date: 09/08/2021 City of Lynn (MAR041044) EPA MS4 Compliance Sampling Inspection According to the National Weather Service for the Beverly Municipal Airport (KBVY), the last precipitation event prior to the inspection occurred on Sunday, 08/29/2021, with 0.02 inches recorded. None of the locations visited during the reconnaissance inspection were field screened with the test kits or the YSI water quality meter. Locations visited were noted for appearance, presence of flow, and access requirements. VII. 09/08/2021 Sampling Inspection Summary On September 8, 2021, EPA inspectors Michelle Coombs and Rachel Olugbemi conducted an unannounced compliance sampling inspection of the City of Lynn, MA MS4 at the locations described in Section VIII. They were not accompanied by any city or state representatives. The inspection started at the Blossom Street Boat Ramp at approximately 07:30 HRS. At the time of the inspection, the weather was partly cloudy and approximately 65F. According to the National Weather Service for the Beverly Municipal Airport (KBVY), the last precipitation event prior to the inspection occurred on 09/02/2021, with 2.11 inches recorded. According to the National Weather Service, in the month (to inspection date) of September, the City observed 3.84 inches of rain, compared to the 30-year normal value of 0.93 inches. According to the US Drought Monitor, as of 09/07/2021, Essex County is experiencing no drought conditions. Based on the National Oceanic and Atmospheric Administration (NOAA) tide predictions, low tide was recorded at 06:43 AM at Lynn Harbor (ID 8443187). The sampling locations described in Section VIII were field screened using test kits for ammonia (nitrogen), surfactants, and total chlorine, as appropriate. In-situ measurements for specific conductivity, salinity, and temperature were also measured using a YSI water quality meter and recorded. All field data were recorded on field data sheets. Samples were analyzed for E. coli, Enterococcus, and PPCPs at the New England Regional Laboratory (NERL) in North Chelmsford, MA. Table 1 below summarizes the sampling and analytical data. VIII. Description of Locations Visited During the Sampling and Recon Inspections: Photographs taken during the inspections are included in Appendix A of this report, unless otherwise noted. Blossom: A singular elliptical concrete outfall approximately 36" in diameter located at the west side of the end of Blossom Street boat ramp. Discharge flow was approximately 5 gallons per minute (gpm) into Lynn Harbor. A slight musty odor was detected and grey staining on the rocks was observed. Sample was collected approximately 6 inches downstream from the mouth of the outfall. Surfside: A singular circular steel outfall approximately 30" in diameter located on the southeast side of the apartment complex at 50 Lynnway. Discharge flow was approximately 2-3 gpm into Lynn Harbor. Brown algae growth was observed inside the pipe. Sample was collected at the mouth of the outfall. Bates: Asset located along the beach north of the baseball field at the end of Bates St. Asset construction and material could not be determined as it appeared to be collapsed under a large pile of concrete material. Discharge flow was visible, and it appeared to be flowing Page 3 of 28 Sampling Inspection Date: 09/08/2021 City of Lynn (MAR041044) EPA MS4 Compliance Sampling Inspection from under the rubble at approximately 1-2 gpm into the Saugus River. Sample was collected from a small pool where the flow appeared to be occuring. Strawb: A single concrete box culvert of the Strawberry Brook outflow, approximately 7 ft by 9ft located along Summer Street that discharges into the Saugus River. Discharge flow could not be estimated, as it was an open stream. Some white suds were observed floating from inside the culvert upstream. Sample was collected at the mouth of the culvert. FlaxOut: A singular reinforced concrete box culvert with steel grate approximately 6' by 4' located along Chestnut Street adjacent to the Flax Pond Playground. The asset discharges flow from Flax Pond. Sample was collected at the mouth of the culvert upstream of the gate. Pondview: A singular elliptical concrete outfall approximately 36" in diameter located on the west side of the end of the boat ramp in the Pondview Lodge parking lot. Discharge flow into Sluice Pond could not be determined as the height of the pond water was too high and caused the pond water to backfill into the pipe. Flow could be heard further inside the pipe upstream. A slight musty odor was detected and the color of the sample was slightly brown. Sample was collected approximately 12 inches upstream from the top of the culvert opening. A photograph was not collected at this location. At the time of the reconnaissance inspection, the following outfalls were either dry or backfilled with water from the receiving water body (preventing inspectors from determining if the outfall was flowing) and were therefore not visited during the sampling inspection: SluicePond1-3: Three outfalls located along a retaining wall on Sluice Pond to the west of the Knights of Columbus building on Lynnfield Street. CarterN/CarterS: Two outfalls located along the bank of Flax Pond on Carter Road. LVAveW: A single concrete outfall on Flax Pond located near 91 Lake View Avenue. 51LVAve: A single cast iron outfall on Flax Pond located near 51 Lake View Avenue. Verona: A single cast iron outfall on Flax Pond located near the Verona Street and Lake View Avenue rotary. 826Lincoln: A single concrete outfall on the Saugus River located on the northeast side of the Lincoln Avenue Bridge. Lynnway1-3: Three outfalls located along the Lynn Harbor walkway at Lynn Heritage State Park. The following outfalls were flowing during the reconnaissance inspection but were not sampled during the sampling inspection due to time constraints or inaccessibility due to tidal activity: Magnolia: A concrete box culvert located on the northwest end of Flax Pond adjacent to 100 Magnolia Avenue. GenEdBr: A single outfall located on the Saugus River on the northeast side of the General Edwards Bridge at the Willis Fishing Pier. Heritage: Several outfalls and CSOs located at the northwest corner of Lynn Heritage State Park on Lynn Harbor.
