Kehoe, Dear Bob: You are familiar with the fact that our old refining license agreements stated that the buyers of our product would supply purchasers and employees with rules and regulations governing the handling of Ethyl Gasoline; and furthermore, that until all jobber licenses were cancelled it was our policy to include rules and regulations similar to the attached (Ethyl and ''Q") when jobber licenses were issued. Actually we have not supplied our customers with rules and regulations nor have they been distributed from service stations for many years but the cancel lation of jobber licenses has eliminated our acquainting jobbers with these rules and regulations and of course these jobbers do handle appreciable quantities of leaded gasoline. I have had discussions recently with quite a number of our refining customers in conjunction with our new refining agreements end several of them have stated that they ought to have rules and regulations which they could send out to resellers of their leaded gasoline (to take the place of the notices which v/e formerly attached to jobber agreements) and also should have other notices which could be handed to retail purchasers in accordance with their obligation under paragraph "c,r of the health regulations in the License and Sales Agreement. I have talked this matter over with Mr. T?ebb who has suggested that I write you and secure your reaction on the subject, namely, should we furnish our customers with rules and regulations which they might attach either to their con tracts, their invoices, or perhaps even include in their pi'inted forms. Furthermore, should we jake available for all of our customers large quantities of leaflets to be distributed through their own service stations and their dealers, end in this event should the form be the same as those sent to resellers.
