Safety There were no lost time or restricted duty injuries in the Production, Warehouse or Boiler House Departments during the month. January's shift safety meeting addressed the hazards of win ter conditions. The Plant was safely restarted on January 9, 1984. II. Personnel Twenty-three (23) ICWU employees laid off in December were recalled January 9, 1984. One ICWU employee was issued a verbal reprimand during the month for failure to perform part of his job assignment. During the month, the Relief Operators were utilized to cover 160 hours of vacation, absenteeism and construction watch on straight time. IV. Costs A. Variable cost estimate favorable for January due to favorable raw materials prices. B. Fixed Cost estimate for January above budget due to the following: 1. Shutdown accrual of $35M 2. Unbudgeted charges of $17M for monitor well drilling and analyses. C. Conversion Cost estimate above budget for January due to low production volume as a result of eight day production outage at beginning of month required for inventory adjust ment. The auxiliary heat exchanger for the refrigeration worked well during the month, and resulted in a $9M savings in electrical costs. 2. A LIFO system of using railcars of VCM was instituted in January, and resulted in a reduction in switch charges of $1,260. 3. The Blend Tank nitrogen elimination project was implemented in January. Initial results indicate a $4M reduction in nitrogen costs was achieved during the month. 4. Work is in progress on developing an overall effluent water balance for the Plant. The balance will aid in investigating the possibility of reducing discharges at the major sources. 5. The new "Hi Vac" cleaning unit for hopper cars was installed in January. This system is presently in use for all hopper car cleanings. Material collected is being segregated by type to facilitate disposition. VI. Environmental Reactor Building VCM levels averaged 0.2 ppm in January. Reactor vapors samples averaged 1736 ppm in January. There was one excursion above EPA limit, which was the result of a plugged steam line. Line was cleaned, subsequent samples were in spec. Stripped slurry samples averaged 170 ppm in January.
