Vlland Senior Buyer ' Westinghouse Electric Corporation 469 Sharpsville Avenue Sharon, Pennsylvania -16146 Dear Fred: As we discussed last Friday, the disposal of solid material contaminated with Askarel is a technological and economic challenge. % We are actively pursuing and have high hopes that pyrolysis of these materials in a rotary kiln followed by incineration of the resulting gases at appropriate temperatures will provide us with an acceptable solution. I estimate that the testing, design and construction of such a facility will take about 18 months. Even when Installed, the practicality of shipping these wastes hundreds of miles for disposal seems questionable. In the interim, the only practical recommendation we can offer our plants and customers regarding the disposal of these materials is the use of properly operated sanitary land fills. ___ These land fills must not be located near water systems, both surface and underground. Monitoring of rivers, creeks, lakes, etc. surrounding the fill, especially after.heavy rainfall, will aid in assuring that'PCB's are not escaping into the environment. It is my considered opinion that with proper cover by clay, sand or soil the Askarels, which cling to solids tenaciously, will not migrate and therefore should not harm the environment. . r NPC00016234 207920 I hope this- Information Is helpful and If I can be of further service, please let me know.
