Following are the responsibilities of Manufacturing: 1. Because of the variety of turbines, different trip mechanisms and governing controls, general training of operators and machinists on steam turbine's operation would be a difficult task plantwide. A more realistic approach would be for each unit to have a set of procedures for their particular class of turbines. Maintenance Engineering would give assistance ( in reviewing the procedure. Training class would be held on \ the procedure and general operation of a steam turbine, meaning of critical speed, governor mechanism, trip system, etc. Some segments of the machinist training may require a separate session. 2. Each unit should survey the possibile turbine valve lineup for normal operation and overspeed testing, noting any bad valves, requirements for additional valves or a complete bypass system for overspeed testing. These items should be done in conjunction with drafting of the recommended overspeed procedure. 3. Continue the practice of having the operator and machinist responsible for overspeed. Overspeeds should be conducted on days. Consider the qualification of the operator before overspeed assignment. 4. Critical speed, minimum governor speed, maximum governor speed and overspeed trip should be posted at or around the turbine governor end.
