I know his work and character to be exemplary. Dave came to the Wyoming Attorney General's Office seeking a new adventure and brought with him substantial experience in environmental and natural resources law. My predecessor, Governor Freudenthal, had the opportunity to work with Dave at Crowell & Moring LLP and highly recommended him to Attorney General Michael. It was a recommendation well taken and Wyoming reaped the benefit of his extraordinary talent and skills. Dave managed many matters of great import to the State. In addition to advising the Wyoming Department of Environmental Quality (WDEQ) on a wide range of issues, Dave initiated internal policy reforms at both the WDEQ and within the Water and Natural Resources Division of the Attorney General's Office. He served as Wyoming's lead counsel in the state's challenge to the Waters of the United States Rule (WOTUS Rule). In this role, he led a coalition of diverse states and obtained favorable results at every stage of the judicial process. He also worked with the United States Army Corps of Engineers to kick-start the cleanup of numerous Atlas missile sites in southeast Wyoming, a process that had been stalled for many years before his arrival. Dave served on the Assumable Waters Subcommittee, where his broad experience, deep knowledge of the law, and measured demeanor were invaluable assets to the subcommittee. I am pleased that Dave has the opportunity to serve the nation. He is a talented attorney, an excellent advisor, and a person who can get things done.
