Box 200 Vienna, Illinois 62995 Subject: U.S. EPA Clean Water Act Inspection Report - Permit No. IL0036757 Dear John Barwick: Enclosed, please find a copy of the U.S. Environmental Protection Agency inspection report that describes and documents the activities at the Vienna Correctional Center Sewage Treatment Plant (STP) on February 22, 2023. The purpose of the inspection was to describe, evaluate, and document compliance with the Clean Water Act (CWA) and the Vienna Correctional Center STP's National Pollutant Discharge Elimination System (NPDES) permit (IL0036757). EPA will be reviewing the findings of this inspection report, along with any additional documents submitted, and assessing the need for follow-up action. If you or the Vienna Correctional Center STP has any additional information it feels is relevant to this inspection report or the overall environmental compliance of the Vienna Correctional Center STP, please consider submitting that information to EPA as well. During the CWA inspection of your facility and a follow-up March 1, 2023 conference call, EPA requested documentation related to the Vienna Correctional Center STP. On March 15, 2023, EPA sent a follow-up email to ask about the status of these documents. Although EPA did receive some of the requested documentation; as of the date of this letter, EPA has not received the following documentation: Copy of the request to change the NPDES permit to remove tertiary treatment; Copy of test results showing that the Vienna Correctional Center STP will meet the minimum NPDES permit limits without tertiary treatment; Copy of the most recent NPDES permit application; Copy of the construction permit for the ongoing capital improvement project, laboratory and/or operational records for dissolved oxygen monitoring conducted at outfall 001 for the period of time from September 2022 through, and including, January 2023; and  The construction permit, plan review, or Permit-to-Install for the ongoing capital improvement project at the Vienna Correctional Center STP. In addition, EPA was previously told that the Vienna Correctional Center STP was going to purchase new dissolved oxygen monitoring equipment. Please provide EPA with a status update on whether this equipment has been purchased and, if the equipment has been purchased and utilized, the date in which Vienna Correctional Center STP personnel began to use the new equipment to analyze dissolved oxygen samples. EPA requests these documents identified above, including the dissolved oxygen monitoring equipment status update, to be submitted to EPA electronically to Keith Middleton on or before Wednesday, May 31, 2023.
