Young Subject: Compliance Status - OSHA Standard For Exposure to Vinyl Chloride Dynel Fibers Unit - Buildings 600, 601 Pursuant to requirements of the subject standard monitoring results obtained in the above locations were less than the "action level" (0.5 PPM TWA, one-half of the permissible exposure limit). "The purpose of the action level is to minimize the impact of the standard on employers who have attained exposure levels below the permissible limit. Thus, where results of monitoring demonstrate that no employee is exposed in excess of 0. 5 PPM TWA, employers may, in effect, be exempted from some provisiorsof the standard. For example, medical surveillance and additional monitoring are not required unless the employer has reason to suspect that any employee is exposed in excess of the action level. "(1) Hence, the Dynel Fibers Unit will be excluded from the plant vinyl chloride monitoring program. The attached monitoring records serve to document compliance status and should be placed in your central OSHA File.
