May 9, 1966 The following facts were given to Dick Scales by phone: 1. At meeting of the A.P.I. Air $s Water Conservation Committee yesterday, it was resolved that Nick Gammelgard can invite representatives of TEL manufacturers to serve on sub-committees and task groups of the Engin eering and Technical Research Committeej such as the sub-committee on lead. Also on the Advisory Committee on Environmental Health. 2. A.P.I. is going ahead with the TEL economics study on present basis of no lead versus 3GC/gallon, with no in between concentrations. 3. A.P.f. is going to make further studies, along with L.X.A., of the 3 city type. They feel that Mackenzie"of PHS will go along in spite of his previously stated opinion that such new studies are not too essential. He would like to make further medical studies of the 11 people in the 3 City Survey that had the higher blood and urine lead contents. Dr. R. E. Eckardt of Esso Research and Engineering is personally familiar with MacKenzie*s "new" approach to studying the health hazards of lead. He will certainly be glad to communicate with you, Dick Scales, and Dr. Roush on this subject. 1"suggest that Dr. Roush keep in extra close touch with Dr. Eckardt in the immediate future. 4. Mr. Arthur Rescorla, of Cities Service Automotive-Fuel Labs (Technical Service), is joining the A.P.I. staff next week in the capacity of Mr. W. A. Burhouse*s assistant.
