Many of you have probably seen the enclosed article distributed nationally by the Associated Press cn April 27. It should be given.careful attention because it points to an area where industry is especially vulnerable to third party suits because of lack of knowledge on the part of workers of hasards associated with the materials they are handling.
As workers in snail business are sere apt to use poor work practices _because of lack of knowledge of occupational hasards, the lixliheed of
occurrence cf injury cr disease is greater than in larger and acre sophisticated operations. The Esrei Case established beyond question the duty of nanufacturers to warn of hazards.
Assistant Secretary Stender has repeatedly and forcefully stated that nanufacturers have the obligation to educate their custoners in the safe use of their products. This is not an CSKA respens i'rA i ->7-
It is questionable whether a caution label-such as that required by the OSKA Asbestos Standard is sufficient warning in cases where a significant hat arc can exist. We know ffen the results of cur own field tests and those conducted by Mr. Sinai personnel that high dust levels can exist ..in brake service shops. Instruction sheets have been distributed to all i Grey-Rock and Rsybestcs distributors of friction uaterials describing ' proper prn.cedurcs but we should naka certain that these instruction sheets got down to the snail shops where they are cost needed.
-Wo should also uaha certain wo have adequately covered other areas where asbestos-containing products nay be processed in such a fashion as to cause unacceptable dust levels.
