Just use the address provided in the slides, cwawotus@epa.gov, and it's always good to cc Donna Downing.
On the other, while I hesitate to call it a "hard" deadline, I would not want a contractor to see a post-June 19 submission date and (potentially) put your comments in a "lower priority" grouping. To be clear, I'm not saying that that would happen, and I know that OWOW staff will be diligent and fair about comment analysis. But you get my general drift, right?

Andrew - We are preparing comments for June 19 (the date discussed in April). Is that still a hard deadline and are there any specific instructions for submitting comments (like who we should address our letter to, etc.)?
