* UNITED STATES AGENCY ENVIRONMENTAL PROTECTION REGION 1 BOSTON, MA 02109 DATED AS SHOWN IN ELECTRONIC SIGNATURE Gary Farquharson, Chief Operator North Attleboro WWTF 49 Whiting St North Attleborough, Ma 02760 Dear Mr. Farquharson: Thanks again to you and your staff for the cooperation provided during the Environmental Protection Agency (EPA) inspection on November 13, 2024. As noted during the inspection and as reflected in Attachment 1 of the inspection report being provided along with this letter, the facility has reported a relatively large number of permit limit violations over the past five years. Several of these violations are reportedly attributed to the ongoing impacts of elevated biosolids at the treatment plant associated with sludge disposal issues also described. However, it does not appear that all the violations are associated with biosolid loadings. By February 28, 2025, please provide a plan to EPA describing how the facility intends to prevent these violations. As appropriate, the plan can include specific actions to address the causes of the violations or a schedule to investigate the causes and identify a future course of action. Please feel free to reach out to me if you have any questions regarding the inspection report or this letter.
