GROUNDWATER RECOVERY SYSTEM FOR LCCC
VISTA
A meeting was held on August 26 to review the impact of Vista's
Vision project on the capacity to treat recovered groundwater and to
review the status and cost-sharing issues of the permanent
remediation system design work. The meeting was attended by Gary
Wojnowski and Jay Christopher of Conoco.
Veldon Messik, Tom
Grumbles, and Randy King attended for Vista. Below is a summary of
the discussion.
Groundwater Treatment Capacity Restrictions
This discussion was held to assure Conoco understood the scope and
design parameters for Vision and how that impacted the treatment
capacity. The design basis will only allow for 24 gpm of recovered
groundwater.
The reasons for this were discussed in detail.
Although actual operation of the Vision project may result in
additional capacity for the groundwater, it is understood that if
the recovered groundwater volume increases, alternate or separate
treatment methods or equipment may be needed. This could result in
capital expenditures for both companies.
Recovery System Design
Conoco and Vista agreed that Conoco would do the process design and
be reimbursed for their services (see attachment).
Vista is
proceeding to do the mechanical design. It was agreed that Vista
would account for the time to do this design in a similar manner and
we would wait until the design completion to determine the split on
costs. If our time exceeds Conoco's, reimbursement will be made to
Vista.
Some specifics of the mechanical design were also reviewed. There is a specific question on the insulation specified by Conoco. Gary Wojnowski agreed to look into this and later confirmed that foam glass was the preferred insulation.
Arrangements were made to provide Conoco with the design and bid packages .

Subject: VISTA LCCC GROUNDWATER RECOVERY COLLECTION SYSTEM
This letter documents the plan lor the process design of the remediation system up to and including the feed tank. Conoco, PED, will complete the process design for the gathering system for the groundwater recovery project at the Vista Lake Charles Chemical Complex, LCCC. Estimates for this work to be done by outside contractors were previously obtained by Bob Craft of Vista and ranged from $16,000 to $40,700.
We feel there will be a savings In cost and an Increase in quality by having Conoco do this
The major work items Include:
1. Evaluation and selection of the well pumps, 2. PFD and P&ID Drawings, 3. Design of the collection tank(s) and equipment, 4. Instrument Specifications, 5. Process Description, 6. Work list.
The cost estimate is not part of this project and it is anticipated that both Conoco and Vista will estimate this project separately.
Personnel
The Conoco project team will consist of: 1. Gary Wojnowski 2. Joel Wilson 3. Kenny Morrison 4. Lew Cresswell.
A Vista plant contact will also be assigned to this project.
The project will require not more than 200 hours of PED's time at $56/hr or $11,200, and 30 hours of drafting at $3Q/hr or $900. Vista's total share would be $4,235. ff It takes more time to complete the design to Vista's requirements, Conoco will not charge for this time.

VISTA
Attached is a table of our VCM emissions reported to EPA and our estimated 1991 reductions based on process changes and projects. This could be put in bar graph form or another visual way to demonstrate the significant reductions in VCM emissions. Some are a result of better estimating but much of the reductions are a result of actual emission reductions.
This can be used to demonstrate that we have aggressive environ mental programs to reduce the impact of our operations on the environment and maintain our capability to operate.
Companion to the technical programs we are working with our surrounding communities to establish an understanding of our operations and develop a public acceptance of the plants. These efforts compliment the technical efforts to preserve our ability to operate.
The environmental performance of our plant at Aberdeen is evidenced by the VI environmental award. (Attached)
In recognition of the growing public concern over the use of heavymetals and the contribution of them to solid waste, Vista is pursuing and has successfully reformulated some products to reduce or eliminate the use of certain heavy metals.
