I met with Veller Carro II, Plant Operator. I presented my credentials to Veller and informed him that this was an EPA lead inspection to determine compliance with the Clean Water Act. The scope of the inspection was with permit LA0020630 and facility operations and maintenance under the Clean Water Act. The information presented in this report is based on the materials and information supplied by Town of Ferriday, representatives (the permittee), observations made during the inspection and records and reports maintained by the permittee. FACILITY DESCRIPTION The Town of Ferriday WWTP facility is located near the intersection of Highway 15 and Poole Road, Ferriday, LA. The Town of Ferriday operates a lagoon system WWTP, which includes one oxidation pond, two rock reed filter ponds, and an ultra violet (UV) disinfection system. The site discharges to Cocodrie Bayou. The lagoon system receives wastewater from the Town of Ferriday, which has a population of 3,700 citizens. Section II - OBSERVATIONS Town of Ferriday WWTP The Town of Ferriday has made progress in remediating issues sited in the last EPA inspection. Within the last year, the town has cleared much of the brush and trees from the aeration pond and the rock weed filter lagoon. The aerators were working. The changes contributed to the better housekeeping and appearance of the facility. The flow meter had been repaired also. During wet weather conditions the flow through the plant can surpass 2-3mgd. The lagoon is rated at 0.8mgd design capacity. Town of Ferriday is still having exceedance of fecal coliform. The frequency of exceedance has reduced over the last 12 months with the improvements. Section III - AREAS OF CONCERN The Town of Ferriday UV disinfection system needs to be monitored to ensure the bulbs are cleaned and functioning to ensure disinfection of the discharge. Some of the exceedance of Fecal coliform are contributed to when the UV system is not working. The analysis or operator sampling also may contribute fecal coliform exceedance during sample collection. The facility needs to identify any potential problems contributing to the fecal exceedance.
