SUBJECT: Recommended procedures fox reducing asbestos dust during brake servicing
Os September 27, 1976 I forwarded s write-up to Asbestos Study Cornelttee members relative to procedures that might be followed io brake service areas to minimise the problems with asbestos dust. This write-up was made about two years ago and had bees reviewed by Hr. Weaver, ox Raybestos Manhattan, Inc. and the writer in order to up-date it, Bouevar, in the last review Mr. Paul Lee of Raybestos suggested "Recommended Procedures for Reducing Asbestos Bust during Brake Servicing." A copy is enclosed.
hr. Lee, and Mr. Weaver concurs, that this "Recommended Procedures for Reducing Asbestos Bust during Brake Servicing" is more concise and to the point as concerns procedures to be used is brake service areas. It is also more in harmony with the BIOS! recommendations. It is suggested that the Institute endorse such a write-up, or review the existing draft procedures that might be recommended-to brake service'shops when working with asbestos containing brake linings.
1 suggest that you review this one page write-up and compare it wit* the earlier write-up and perhaps review it along side of the NXOSB recommendations. The Institute would like to prepare a final write-up in this area that could be used for distribution when questions are received from the news media and others interested in the asbestos problem.

Over the past many months, without de-errphas i s on orobleras in the factory area, those in favor of stringent regulations on the use of asbestos have targeted friction materials servicing--particularly brake lining service-- as a cotentially hazardous area# Technical pacers in this area have net based observations on the OSttA standard* s B hour time weighted average for fibers greater than 5 microns in length. Most papers have emphasized peak concentrations (as blowing brake lining dust from a used brake awaiting reline) and the fibers shorter than 5 microns in length.
Based on discussions at the Asbestos Information Association meeting in September, efficient vacuum cleaning systems should be of help not only in the factory but in the brake service area. I have, therefore, enclosed sales literature from two manufacturers, along with the NIOSH (National Institute of Occupational Safety and Health) reconrnended procedures for asbestos brake and clutch servicing. Before distributing this information, I reviewed this data with \k, I. H* Weaver, acting Chairman of our Asbestos Study Committee, to be sure this information was worthwhile. He concurred that the following information was worthy of distribution to the membership!

RECOMMEND (i:^SRIK) PROCEDURES FOR ASBESTOS MS AD CEDTCU SFRVXCIK5
The National Institute for Occupational Safety and Health (H10SH) has research underway concerning dues exposures during brake end dutch servicing. Due to preliminary dess dametracing significant asbestos exposures during presently used brake aad clutch servicing techniques, KIOSK has reviewed altercate techniques whereby asbestos exposures are reduced. The following ere interIs procedures recesaseadad by KIOSK to mlnsaite dust exposures.
1, If possible, as eres shell be designated for ell brake and clutch repairs. Entrances loco this area shall be posted with an asbestos exposure yarning sign as follows:

1, During brake serrtclng, ar. air purifying respirator, either single use or with replaceable particulate fiiteru), as approved by the hioing Enterccaer.t and Safety Administration (formerly Bureau of Mines) or KIOSK, shall be worn during all procedures acarting with the renewal of the wheels and including xeasseably, During manual clutch servicing, such a respirator shall be wore' during renewal and cleaning of the clutch, pressure place and housing assembly and during Instal lation of the new clutch assembly.
1. Dus: shall first be cleaned from brake driaa, brake backing plates, brake assemblies and clutch assemblies using an Industrial type veeuas eicaner equipped with a high efficiency filter system (>99Z efficiency for 0.1 ym diameter aerosols). After vsturn cleaning, any remaining dust shall be resK>v*d using a rag soaked in water and wrung until nearly .dny- Under no circumstances shall ceapreased air or dry brushing be used for cleaning,
4. During arcing and riveting operations, an approved respirator, as described In (1) above, shell be worn. Grinding (arcing) machines shall be provided with local exhaust vencnation such that worker exposures are maintained at least below the 1976 OSKA asbestos standard (29 CFR 1910.1001).* At a minimus, the dust bag of the arcing machine shall be removed and replaced with the hose of the. high efficiency industrial vacuum described In (3) above.

5. Induserlt! vacuum cleaner bage containing asbestos dust and cloths used for wiping brake and clutch assemblies shall be sealed In plastic bags and labeled with the following warning label printed In letters el sufficient else and contrast to be readily visible and legible;

All asbestos waste shall be disposed of in accordance with the OSKA asbestos regulation. 29 CFK 1510.1001(h). During removal of vatuis bags, an approved respirator, as described It (2) above, shall be vom.
6. All floor donning In areas where brakes and clutches are repaired shall be done with the high'efficiency industrial vacuum cleaner as described in (3) above. Grinding (arcing) machines shall also be cleaned with such a vacuus cleaner and .any remaining duet wiped with a damp cloth. An approved respirator, as described In (2) above, shall be used during this cleaning,
7. Although adherence to the above procedures should minimise any contamination of work clothing it ie required that the appropriate portion! of the 05HA rcgulati*# m asbestos (25 CFR 1910.1001(d), O and O) concerning special clothing, change rooms, etc. be followed.
KOTS: Strict adherence to the above procedures should minimite exposures to mechanics during brake and clutch servicing. These are Interim recom mendations and are sublet te revision pending results of ongoing KIOSK research..
